Kisumo: Ngeleja, Maige wanamdhalilisha rais
MWANASIASA mkongwe nchini, Peter Kisumo amehoji hatua ya mawaziri wawili waliong'olewa na Rais Jakaya Kikwete kutokana na kuhusishwa na tuhuma za rushwa, kupokelewa majimboni kwao kama mashujaa.
Kauli hiyo ya Kisumo ambaye ni Mwenyekiti wa Baraza la Wadhamini wa CCM, imekuja kipindi ambacho kumekuwa na utaratibu kwa baadhi ya watu kufanya sherehe na kupokelewa kama mashujaa baada ya kujiuzulu au kung'olewa.
Akizungumza na Mwananchi jijini Dar es Salaam jana, Kisumo alisema kitendo kilichofanywa na waziri wa zamani wa Nishati na Madini, William Ngeleja na Ezekiel Maige wa Maliasili na Utalii, kupokelewa kama mashujaa ni kumdhalilisha rais.
Kisumo alisema kama CCM kingekuwa na Kamati ya Maadili iliyo hai ilipaswa kuwaita wabunge hao na kuwahoji juu ya kitendo hicho.
"Siamini kama mapokezi yao hayakuwa na mkono wao, siamini hata kidogo..., kama kamati yetu ya maadili ingekuwa hai lazima ingewaita wajieleze," alisema Kisumo.
Alisema kama CCM na Serikali yake itaacha utamaduni huo uanze kujengeka katika jamii wa kuwapokea kishujaa viongozi waliondolewa madarakani kwa kuhusishwa na vitendo viovu, itakuwa ni jambo la hatari kwa mustakabali wa nchi.
Kisumo alisema hata mapokezi ya kishujaa waliyopewa Waziri mkuu aliyejiuzulu, Edward Lowassa na Waziri wa zamani wa Miundombinu, Andrew Chenge yalikuwa si sahihi na ni kumweka rais na serikali katika majaribu makubwa.
"Yeye rais anasimamia suala la maadili, watu wengine wanaona ni kero, hapa kuna tatizo kubwa la kimaadili... tukifika mahali wananchi hawaoni rushwa na ufisadi kama ni dhambi na wanawapokea kama mashujaa, ni jambo la hatari," alionya.
Alisema kuondolewa kwa mawaziri hao kuliridhiwa na vikao vya juu ndani ya CCM na serikali, hivyo wananchi katika majimbo yao kuwapokea kishujaa kunatia mashaka kama viongozi hao hawakushiriki kuwahamasisha kufanya hivyo.
"Haiwezekani kijana mdogo kama Ngeleja umepata uwaziri katika umri mdogo unaondoshwa unaanza kufanya wana CCM jimboni wanung'unike kana kwamba umeonewa, kwani rais alipokuchagua aliwaconsult (aliwaomba ushauri) wananchi waliokupokea kishujaa? "alihoji Kusumo.
Kwa mujibu wa Kisumo, kwa hali inayoendelea sasa ni kama CCM imenyimwa haki yake kukabiliana na ukiukwaji wa maadili kwa wanachama wake, na hata jitihada inazozifanya hazionekani waziwazi kwa wananchi.
"Suala la kufikiri usimamiaji wa maadili ya viongozi ni lazima kuwe na ushahidi kama wa kimahakama, ni udhaifu na lazima viongozi wetu sasa wajue chama kinahitaji dhamira ya kweli katika hili," alisema.
Kudhibiti fedha chafu
Katika hatua nyingine, CCM kimetangaza rasmi kuanzisha kampuni za biashara na kuimarisha mapato kwenye miradi yake ili kuwa na nguvu ya kifedha na hivyo kujiepusha na fedha chafu zinazoweza kutoka kwa wafadhili.
Akizungumza na waandishi wa habari jana ofisi ndogo za CCM Lumumba, Kisumo alitangaza mpango huo ambao sasa chama kitajikita katika kufufua vitega uchumi vyake.
“Kuna wafadhili ambao wamekuwa wakiichangia CCM na Chadema hadharani kama akina Sabodo, lakini wako wengine wanachangia kwa siri, sasa kuna hatari ya kupokea fedha chafu kutoka kwao,” alionya Kisumo.
Alisema chama hicho kinahitaji fedha lakini siyo fedha chafu ambazo zimepatikana kwa kukwepa kodi.
Hata hivyo, alisema, “Tunawashukuru watu marafiki ambao wamekuwa wakikisaidia chama.”
Kisumo aliongeza kusema,"Tunahitjai fedha lakini hatuhitaji fedha chafu tunataka fedha zitakazopatikana kwa uwazi na sio kama kampuni fulani (anaitaja) inakupa fedha ili uipe upendeleo."
Alisema ili kuondokana na utegemezi, chama hicho kitafungua kampuni zake na kuingia ubia na kampuni nyingine za kitaifa na kimataifa.
“Kampuni hizo zitakuwa huru kufanya biashara kwa kufuata sheria na kanuni huku zikiwa chini ya wadhanimi, lakini utendaji wake hautaingiliwa na chama,” alisema.
Alisema pia chama hicho kinataka kuimarisha usimamizi wa mapato kwenye miradi yake iliyoko kwenye mikoa mbalimbali nchini.
Kisumo alisema kwa mujibu wa tathimini iliyofanywa mwaka 2007, chama hicho kina miradi yenye thamani ya Sh 57 bilioni lakini mapato yake ni madogo ilikinganishwa na thamani ya miradi.
“Tunataka kuimarisha usimamizi kwenye miradi ya chama ili kuongeza mapato,” alisema Kisumo ambaye aliwahi kuwa Waziri wa Tawala za Mikoa na Serikali za Mitaa (Tamisemi) katika utawala wa Mwalimu Julius Nyerere.
Alisema miradi ina thamani kubwa lakini, inashindwa hata kulipa mishahara badala yake baadhi ya mikoa inapelekewa ruzuku.
Kisumo alisema chama hicho hakiwezi kuendelea kuwategemea wafadhili kwani, kuna uwezekano mkubwa wa kupokea fedha chafu.
“Wako marafiki wanaoweza kutupatia fedha walizozipata kihalali, lakini wakataka upendeleo fulani, pia wapo wengine ambao wanaweza kutupatia fedha ambazo zimepatikana kwa njia zisizo halali, hizo zote ni chafu hatuzihitaji,” alisema Kisumo.
Alisema utaratibu huo wa kuanzisha miradi badala ya kutegemea ada za wanachama na wafadhili, wamejifunza kutoka Msumbiji, Afrika Kusini na Namibia.
“Chama cha Swapo Namibia, ANC cha Afrika Kusini na Frelimo cha Msumbiji vyote vinamiliki kampuni na kuendesha biashara. Hawategemei ada za wanachama wala wafadhili kama sisi, ingawa sisi ni wakongwe kwao imebidi tujifunze kutoka kwao,” alisema Kisumo.
Mwenyekiti huyo alisema michango ya wanachama bado ni midogo ambayo haiwezi kukiendesha chama hicho.
Alisema kwa siasa za hivi sasa, chama hakiwezi kujiendesha kwa kutegemea ada za uanachama pekee yake.
Alipoulizwa CCM itawezaje kuendesha miradi wakati ilishindwa kuendesha shirika lake la uchumi (Sukita), Kisumo alisema katika kipindi hicho mashirika mengi yalikufa kwa sababu ‘yalidekezwa’ na serikali.
“Mashirika yale yakitetereka kidogo yalikuwa yanapata fedha kutoka hazina, sasa hivi utapata wapi, ndiyo maana tukianzisha tunaweka waendeshaji wenye sifa kibiashara,” alisema.
Zanzibar yalipuka

ZANZIBAR imechafuka. Baada ya kuwapo kwa amani kwa takribani mwaka mmoja tangu kuundwa kwa Serikali ya Umoja wa Kitaifa Zanzibar, vurugu na hali ya wasiwasi zimeibuka tena baada ya wanaharakati wa Kiislam kufanya maandamano kutaka uhuru wa visiwa hivyo.
Zanzibar ilijikuta katika hali tete kiusalama tangu mwaka 1995 baadaya kutangazwa matokeo ya uchaguzi mkuu wa Rais, ambayo Chama cha Mapinduzi (CCM) kiilibuka kidedea na Chama cha Wananchi (CUF) kupinga, lakini uhasama huo ulizikwa Julai 31 mwaka 2010, baada ya kura ya maoni ya kuunda Serikali hiyo ya umoja wa kitaifa.
Lakini kuanzia juzi usiku hadi jana jioni mji wa Unguja na viunga vyake ulitikiswa na mabomu ya kutoa machozi ambayo polisi waliyatumia kutawanya mamia ya wanaharakati hao wa Kiislam wakiongozwa na Jumuiya ya Uamsho na Mihadhara ya Kiislamu Zanzibar (JUMIKI).
Mabomu ya machozi yalipigwa mfululizo juzi usiku na kuendelea kutwa nzima jana, hivyo kuathiri shughuli za biashara, ibada katika makanisa mbalimbali na kusababisha hofu kwa wananchi.
Kwa muda wa saa takriban mbili hivi kati ya saa 3:00 na saa 5:00 asubuhi, helkopta ya polisi ilikuwa ikipasua anga la Zanzibar ambalo lilikuwa limetandwa na moshi uliotokana na mabomu ya machozi pia uchomaji wa matairi ya magari.
Kamishna wa Jeshi la Polisi Zanzibar, Mussa Ali Mussa aliwaambia waandishi wa habari kuwa wafuasi hao wamefanya uharibifu mkubwa ikiwa pamoja na kuchoma moto makanisa mawili na kwamba, watu saba akiwamo Imamu wa Msikiti wa Bizeredi, Maalim Mussa Juma wanaotuhumiwa na matukio hayo wamekamatwa na jeshi hilo.
Akizungumza na Mwandishi wa habari hizi Kiongozi wa Kanisa la Tanzania Assemblies of God (TAG), Askofu Dickoson Maganga alisema watu wasiojulikana walivamia kanisa lao eneo la Kariakoo Mjini Zanzibar mnamo saa 4.30 usiku na kuvunja ukuta, kuchoma viti vya plasitiki pamoja na gari yake.
Chanzo cha vurugu hizo kinatajwa kuwa ni wanaharakati hao juzi kufanya mkusanyiko na maandamano makubwa ya kushtukiza ambayo yalizistua mamlaka za usalama visiwani humo, lakini baada ya kutawanyika jioni baadhi ya viongozi wa maandamano hayo walitiwa mbaroni.
Baada ya kukamatwa kwao, wafuasi wao walikusanyika makao makuu ya polisi Mkoa wa Mjini Magharibi, Madema, kushinikiza kutolewa kwa viongozi hao wanaoshikiliwa kituoni hapo.
Habari zaidi zinasema kutokana na hali ilivyo, askari polisi walitarajiwa kuongezwa visiwani humo, ili kusaidia kuimarisha hali ya usalama pia kuwadhibiti wahalifu ambao walikuwa wameanza kuelekea nje ya maeneo ya mji.
Tayari kuna taarifa kuwa askari wa Jeshi la Ulinzi la Wananchi wa Tanzania (JWTZ) kutoka Tanzania bara jana mchana walingia Zanzibar kwa ajili ya kuongeza ulizi katika mji wa Unguja.
Hata hivyo, katika hali ya kushangaza hakuna kiongozi yoyote wa Serikali ya Mapinduzi ya Zanzibar (SMZ) aliyetoa kauli kuhusu hali hiyo.
Kauli ya Polisi
Kamishna Mussa alisema jeshi lake litaendelea kuwasaka na kuwatia mikononi wote waliopanga fujo hizo pamoja na viongozi wote wa JUMIKI.
“Jumuiya ya Uamsho na Mihadhara ya Kiislamu Zanzibar ndio iliyohusika na kuwachochea vijana kukusanyika na kufanya uharibifu ikiwemo kuchoma moto gari, kupanga mawe barabarani na kufanya hujuma mbalimbali kinyume cha sheria. Tutaendelea kuwasaka kwa gharama zote,” aliapa Kamishna Mussa.
Alifafanua kwamba kwa sasa mikusanyiko yote ya mihadhara ya kidini na vyama vya siasa, lazima ipate kibali cha polisi vyinginevyo jeshi lake litatumia nguvu za ziada kutawanya mikusanyiko hiyo ili kulinda sheria za nchi, amani na utulivu.
Hata hivyo, kamishna huyo wa polisi alijizuia kuhusisha harakati za Uamsho na chama cha siasa wala kutaja majina ya viongozi ambao tayari wanashikiliwa na jeshi lake.
“Mpaka sasa hivi sina majina yao kwa jumla, lakini tumewakamata viongozi wa Uamsho na tunatendelea kuwasaka lakini jina moja tu ndio ninalo ambalo ni Mussa Abdallah Juma,” alisema Kamishna huyo.
Hali bado tete
Wakati jeshi la polisi litoa onyo hilo, hali ya usalama ilionekana kuwa bado tete huku maeneo kadhaa ya Mji wa Zanzibar hasa Darajani na Michenzani ambako muda wote ni sehemu zenye harakati nyingi za biashara, jana zilikuwa zimebakia bila pilikapilika kutokana na askari waliojihami kufanya doria katika mitaa yote na kulipua mabomu kila penye kikundi cha watu waliokusanyika wakinywa kahawa.
Mitaa hiyo ilikuwa imechafuliwa kwa mawe, matofali na magogo yaliowekwa barabarani ili kuziba njia kwa ajili kuzuia magari yasipite huku mipira ya magari ikiwashwa moto na vijana hao.
Kwa upande wake Askofu Maganga akizungumzia uvamizi kisha uhalifu uliofanywa kanisani kwake alisema:
“Nasikitika sana kwa tukio hili ambalo tayari tumeiarifu polisi ambao jana (juzi), usiku walifika hapa wakishirikiana na kikosi cha kuzima moto na kufanikiwa kuuzima moto huo ambao kwa habati nzuri haujaathiri paa la kanisa letu,” alishukuru kiongozi huyo.
Alisema kundi la watu ambalo lilikuwa likitoa maneno ya kashfa na kutishia maisha ya waumini waliokuwa wakifanya ibada usiku huo, lilikatisha ibada hiyo pamoja na kusababisha uharibifu wa mali ya kanisa hilo yenye thamani ya zaidi ya Sh 100 millioni.
Kauli ya JUMIKI
Kutokana na hali hiyo, jumuiya hiyo jana ilitoa taarifa yake kwa vyombo vya habari ikikanusha kuhusika na kuchochea watu kuchoma kanisa wala kuharibu mali za watu.
Hata hivyo, Katibu wa Jumuiya hiyo, Abdallah Said alisema katika taarifa hiyo kwamba jeshi la polisi linapaswa kubeba lawama kwa yote yaliotokea kutokana na kuvunja sheria na kuwakamata viongozi bila ya utaratibu wa busara.
“Uislamu ni dini ya amani na inahimiza ushirikiano na utulivu na hatuwezi kuwatuma watu kwenda kuvunja makanisa na kuharibu mali, kwa sababu ndani ya imani zetu tunajua hilo ni kosa na jambo ambalo halifai katika maamrisho ya dini yetu,” alisema Sheikh Abdallah.
Taarifa hiyo ilisema pia kwamba jumuiya hiyo imekuwa wazi katika kudai maslahi ya Zanzibar na sio vinginevyo na kuahidi kufanya hivyo kwa njia za amani, na iwapo watakuwa wamekosea basi wapo tayari kufikishwa katika vyombo vya sheria.
“Ni lazima polisi wajue kwamba tupo tayari kufanya kazi kwa misingi ya kisheria na hata kwa kujisalimisha tupo tayari, lakini ukamataji bila kufuata busara na sheria haukubaliki. Tunachokitaka ni kura ya maoni haraka na hilo tutaendelea kulidai,” alisisitiza katibu huyo wa JUMIKI.
Wakati viongozi wa Uamsho wakiendelea kutafutwa na jeshi la polisi, nyumba ya kiongozi aliyeongoza maandamano juzi Sheikh Farid Hadi Ahmed inadaiwa kuvunjwa milango usiku wa manane alipokuwa akiswakwa jeshi hilo.
Hata hivyo, taarifa hizo hazikuthibitishwa iwapo ni polisi waliofanya kitendo hicho au la, wanafamilia wanasema waligongewa milango na kutakiwa wafungue baada ya kutofungua walisikia kishindo kikubwa cha kusukumwa milango katika eneo la Mbuyuni Mjini Unguja.
Vijana katika mitaa ya Zanzibar jana walionekana wakiwa na hamasa kubwa wakidai kuendelea kuungana na viongozi wao kudai haki ya Zanzibar, pamoja na kutaka Zanzibar huru kutoka ndani ya mikono ya Muungano.
“Sisi tunachokitaka Zanzibar yetu watupige mabomu, watuue, watukamate lakini tunataka Zanzibar yetu na hatusikii lolote,” walisikika baadhi ya vijana.
Hada jana jioni vurugu katika badhi ya maeneo hususan Kwelekwe na njia ya Baa ya Amani zilikuwa zikiendelea na gari moja lilichomwa moto karibu na ofisi ya CCM.
Matukio kabla
Zanzibar imekuwa ikitawaliwa na matukio ya ghasia ambayo licha ya mihadhara hiyo ya Kiislam ilikuwa ni uhasama wa kisiasa kati ya vyama vikuu vya CUF na CCM, hatua ambayo iliwahi kusababisha mauaji ya Januari 27, mwaka 2001.
Lakini, uhasama huo wa kisiasa ambao ni wa kihistoria ulizikwa baada ya kura hiyo ya maoni na uchaguzi mkuu wa 2010 hatua ambayo imemfanya Katibu Mkuu wa CUF, Maalim Seif Sharrif Hamad kuwa Makamu wa Kwanza wa Rais wa SMZ huku baadhi ya mawaziri pia wakitoka katika chama hicho.
Hata hivyo, wanaharakati hao wa Kiislam wameanza upya kuilipua Zanzibar wakishinikiza visiwa hivyo viwe taifa huru kwa kujitenga katika Jamhuri ya Muungano wa Tanzania.

Katika hatua nyingine Mbunge wa Kigoma Kaskazini, Zitto Kabwe amemtaka Rais wa Zanzibar, Dk Ali Mohamed Shein aunde kikosi kazi maalum kwa ajili ya kudhibiti
vurugu hizo na kuanza mazungumzo na pande zote kwa kuwa, "Hiki sio kitendo cha kudharau
kabisa."
Alifafanua kwamba waliochoma nyumba za ibada wasakwe na kufikishwa mbele ya sheria mara
moja na kuongeza, "Tusiruhusu hata kidogo wapuuzi wachache kutuingiza katika vurugu za
kidini ili kufikia malengo yao ya kisiasa."

Mnyika ambwaga tena Hawa Ngh'umbi mahakamani
Habari zilizotufikia muda si mrefu zinasema mbunge wa Jimbo la Ubungo John Mnyika (Chadema) amemshinda tena Hawa Ng'humbi (CCM) baada ya Mahakama Kuu, Kanda ya Dar es Salaam kutoa hukumu kuwa ushindi wa Mbunge Mnyika uliofanyika Oktoba 31, 2010 ulikuwa wa halali.Kwa taarifa zaidi ungana nasi baadaye.

NI KATIKA HUKUMU YA KESI KUPINGA MATOKEO YA UBUNGE WA JOHN MNYIKA

MAHAKAMA Kuu, Kanda ya Dar es Salaam, leo itawaliza au kuwafurahisha wapenzi na wanachama wa Chadema wakati itakapotoa hukumu ya kesi ya kupinga matokeo ya ubunge yaliyompa ushindi Mbunge wa Jimbo la Ubungo kupitia chama hicho, John Mnyika.
Kesi hiyo namba 107 ya 2010, ilifunguliwa na aliyekuwa mgombea wa CCM, Hawa Ngh’umbi dhidi ya Mnyika ambaye ni mdaiwa wa pili katika kesi hiyo akitetewa na Wakili Edson Mbogoro.
Mdaiwa wa kwanza katika kesi hiyo iliyoko mbele ya Jaji Upendo Msuya ni Mwanasheria Mkuu wa Serikali (AG) na aliyekuwa Msimamizi wa Uchaguzi (RO) katika jimbo hilo, (aliyekuwa Mkurugenzi wa Manispaa ya Kinondoni) ambao walikuwa wakitetewa na Wakili Mkuu wa Serikali (PSA), Justice Mulokozi.
Katika uchaguzi huo, uliofanyika Oktoba 31, 2010, Msimamizi wa Uchaguzi, Raphael Ndunguru alimtangaza Mnyika kuwa mshindi Novemba 2, 2010 baada ya kupata kura 66,742. Ngh’umbi alipata kura 50,544.
Hata hivyo, Ngh'umbi hakuridhishwa na matokeo hayo akaamua kufungua kesi Mahakama Kuu kuyapinga, akimtumia Wakili Issa Maige.
Katika hati yake ya madai na wakati akitoa ushahidi mahakamani, Ngh’umbi na mashahidi wake walidai kuwa kulikuwa na ukiukwaji mkubwa wa taratibu na kisheria katika ujumlishaji wa kura na utangazaji wa matokeo ambao umeathiri matokeo hayo.
Hoja za kuzingatia
Katika hukumu ya leo, Jaji Msuya atazingatia hoja tano ambazo zinatokana na madai katika hati ya Ngh’umbi alizozitoa wakati akitoa ushahidi wake mahakamani pamoja na mashahidi wake wawili, kuhusu ukiukwaji huo wa sheria.
Hoja hizo zitakazozingatiwa katika hukumu ya Jaji Msuya ni pamoja na kama mkanganyiko wa takwimu za kura katika Fomu namba 24B (Fomu za matokeo ya jumla ya ubunge), zimeathiri matokeo hayo ya uchaguzi mzima.
Hoja nyingine ni kama mlalamikiwa wa pili (Mnyika), aliingia na kompyuta (laptop) tano katika chumba cha majumuisho ya kura na kama ndizo zilizotumiwa na wasimamizi wa uchaguzi kuhesabu na kujumlishia kura.
Nyingine ni kama marekebisho ya kura katika baadhi ya fomu namba 21B, (Fomu za matokeo ya kura za ubunge vituoni), yalifanyika katika chumba cha majumuisho na mlalamikiwa Mnyika kuingia na kundi la wafuasi wake katika chuma cha majumuisho kinyume cha sheria.
Hoja nyingine ni kama mlalamikiwa wa pili (Mnyika) alitoa kauli za kashfa dhidi ya mlalamikaji (Ngh’umbi) kwa kumuita fisadi, akimtuhumu kuuza jengo la Umoja wa Wanawake wa CCM (UWT).
Wakati akitoa ushahidi wake mahakamani, Ngh’umbi alidai kuwa matokeo hayo siyo sahihi kwa sababu pamoja na mambo mengine, katika fomu ya matokeo yaliyotangazwa kuna kura 14,854, zisizojulikana mahali zilikotoka ambazo upande wa mashtaka unadai ni kura hewa.
Alisema kwa mujibu wa fomu hiyo, kura halisi zilikuwa ni 119,823, kura halali zilikuwa ni 117,639 huku kura zilizokataliwa (zilizoharibika) zikiwa ni 2,184.
Lakini alidai kuwa ukijumlisha kura zake na za Mnyika wote kwa pamoja kisha zikitolewa kutoka katika kura halali zilizopigwa, zinabaki kura 353 ambazo ndizo zitagawanywa kwa wagombea wengine 14, jambo ambalo alisema si sahihi.
Hata hivyo, wakati akijitetea, Mnyika alikanusha madai hayo yote licha ya kukiri kuwepo kwa mkanganyiko wa usahihi na uwiano wa kura katika Fomu namba 24B.
Lakini, bado alidai kuwa dosari hiyo zinaweza kurekebishwa na kwamba haziathiri matokeo kiasi cha kuyafanya yawe batili.
Shahidi wa kwanza upande wa wadaiwa (DW1), aliyekuwa Msimamizi Msaidizi wa Uchaguzi, Gaudence Kadiarara alikiri kuwa Mnyika aliingiza kompyuta hizo japo alidai kuwa hata hivyo, hawakuzitumia, tofauti na Mnyika ambaye alidai hakuingia na kompyuta yoyote.
Shahidi huyo na mashahidi wengine wa utetezi akiwemo Msimamizi wa Uchaguzi (Mkurugenzi wa Manispaa), pia walikiri kuwepo kwa mkanganyiko katika fomu ya matokeo hayo ya ubunge lakini, wakasisitiza kuwa dosari hizo haziathiri matokeo jumla.

Mawakili wa utetezi, PSA Mulokozi kwa niaba ya AG na RO na Mbogoro kwa niaba ya Mnyika, walidai kuwa mlalamikaji ameshindwa kuthibitisha madai yake na hivyo kuiomba mahakama iyatupilie mbali.
Lakini, Wakili Maige anayemtetea Ngh’umbi alisema wamethibitisha madai yao kwa kiwango kinachohitajika kisheria na kuiomba Mahakama itengue matokeo hayo yaliyompa ushindi Mnyika.
Alisema madai mengine yameungwa mkono na mashahidi wa utetezi hususan DW1 aliyekiri Mnyika kuingia na kompyuta katika chumba cha majumuisho ingawa alikanusha kuzitumia tofauti na Mnyika aliyekana kuingiza kompyuta hizo katika chuma hicho.
Pia Wakili Maige alihoji sababu ya mawakili wa Serikali kutowaita mahakamani baadhi ya mashahidi ambao walitajwa na upande wa madai na wa wadaiwa kuhusika kwa namna moja au nyingine katika mchakato wa uchaguzi huo.
Wakili Maige aliwataja mashahidi hao ambao alidai walikuwa ni muhimu kuitwa mahakamani kujibu madai na kutoa ufafanuzi wa masuala yaliyowagusa kuwa ni pamoja na Mkurugenzi wa Uchaguzi na Mtaalamu wa Teknolojia ya Mawasiliano wa Tume ya Taifa ya Uchaguzi (Nec).
Mkurugenzi huyo alidaiwa kuwa ndiye aliyekagua kompyuta zilizotumika kufanyia majumuisho ya kura ambazo zilidaiwa kuwa zilitoka Manispaa ya Kinondoni, baada ya mfumo wa awali ulioandaliwa na Nec kuonekana kuwa haufai.
Lakini, Wakili Maige alidai kuwa kitendo cha kushindwa kumuita mkurugenzi huyo wa Nec mahakamani kutoa maelezo ya ukaguzi alioufanya na mbinu alizozitumia kuithibitishia mahakama kuwa katika kompyuta hizo zisingewezekana kuingizwa taarifa za kughushi ni kinyume cha sheria.
Akirejea kesi ya Stanbic Bank (T) Ltd dhidi ya Woods (T) Ltd namba 48 ya mwaka 2002, alidai kuwa Mahakama ilishatoa mwongozo kuwa ushahidi wa kitaalamu hauwezi kuthibitishwa kwa maneno matupu mpaka mtaalamu huyo atakapoitwa kuutolea ufafanuzi.
Wakili Maige alidai kuwa upande wa madai umethibitisha kuwa kompyuta zisizostahili kisheria ndizo zilizotumika kufanya majumuisho na kwamba ndizo zilizosababisha kuwepo kwa mkanganyiko uliojitokeza katika fomu ya matokeo wa kura zaidi 14,000, zisizo na maelezo.
Mawaziri wote waitwa Dodoma
SIKU chache baada ya Rais Jakaya Kikwete kutangaza Baraza jipya la Mawaziri, mawaziri wote wameitwa mjini Dodoma, huku taarifa zikisema pamoja na mambo mengine, wanatarajiwa kujadili Bajeti ya Serikali kwa mwaka 2012/13.
Tangu Rais alipotangaza Baraza hilo Mei 4, mwaka huu timu hiyo nzima haijawahi kukutana na hicho ni kikao cha kwanza kwa mawaziri wote chini ya uenyekiti wa mkuu huyo wa nchi.
Katibu Mkuu Kiongozi, Balozi Ombeni Sefue amethibitisha kuwepo kwa kikao hicho akisema ni cha kwanza tangu kuteuliwa kwao.
“Ni kikao cha kawaida cha Baraza la Mawaziri. Ndiyo ni cha kwanza kwani tangu kuteuliwa kwa mawaziri hakuna kikao ambacho kimewahi kufanyika. Ni cha kawaida tu katika utendaji kazi wa baraza,” alisema Balozi Sefue.
Habari zaidi zinasema kuwa karibu mawaziri wote waliondoka jana kuelekea Dodoma kwa ajili ya kikao hicho ambacho kinafanyika kabla ya kuanza kwa Bunge la Bajeti mnamo Juni 12, mwaka huu.
“Wapo ambao wanaweza wakawa Dar es Salaam au nje kwa kazi maalumu. Hawa wanaweza kupata kibali cha Waziri Mkuu. Lakini, karibu mawaziri wote waliondoka jana kuelekea Dodoma,” kilidokeza chanzo kingine.
Hoja ya Bajeti
Kikao hicho kinatarajiwa kujadili bajeti hiyo ya mwaka 2012 ambayo pamoja na mambo mengine, inakabiliwa na changamoto mbalimbali ikiwemo namna ya kupunguza mfumuko wa bei.
Ingawa takwimu za mwezi huu kuhusu mfumuko wa bei zilizotolewa na Taasisi ya Taifa ya Takwimu (NBS), zinaonyesha kupungua kwa mfumuko huo kutoka asilimia 19 hadi 18.7, bado Watanzania wengi wamekuwa wakilalamikia ukali wa maisha.
Mfumuko huo ambao unagusa bidhaa muhimu kama sukari, pia unagusa nishati ya mafuta ikiwemo petroli na mafuta ya taa, hivyo kuongeza gharama za usafiri kuanzia kwa watu binafsi na abiria wanaotumia usafiri wa umma.
Tayari Chama cha Wamiliki wa Daladala Mkoa wa Dar es Salaam (Darcoboa), kimepeleka maombi Mamlaka ya Udhibiti wa Usafiri wa Nchi Kavu na Majini (Sumatra), wakitaka ongezeko la nauli kwa kiwango cha asilimia 150.
Lakini, kwa upande wa wafanyakazi, tayari kumekuwa na shinikizo la kutaka nyongeza ya mishahara kwa kiwango kinachoendana na mfumuko wa bei na ukali wa maisha unaotikisa nchi kwa sasa huku Shirikisho la Vyama vya Wafanyakazi Tanzania (Tucta), likiwa tayari limetoa angalizo kwa Serikali kutopuuza kilio hicho.
Changamoto nyingine ambayo Baraza hilo la Mawaziri inapaswa kukabiliana nayo katika kujadili Bajeti hiyo kabla ya kuwasilishwa bungeni ni kuhusu namna ya kupunguza gharama za uzalishaji wa chakula, ikiwemo kuhakikisha upatikanaji wa urahisi wa pembejeo za kilimo, ili kutekeleza kwa kasi Mpango wa Kilimo Kwanza.
Pia, Baraza hilo Mawaziri linapaswa kupitia kwa kina vyanzo vipya vya mapato ya kodi ambavyo havitajikita katika vyanzo vilivyozoeleka ambavyo ni pamoja na kodi katika mishahara ya wafanyakazi huku baadhi ya wafanyabiashara wakubwa wakikwepa kodi.
Why Kikwete has retained Mwandosya
Dar es Salaam. The recent appointment of ailing Prof Mark Mwandosya as a Minister in the President’s Office is linked with the 2015 General Election, according to a cross-section of political analysts.They told The Citizen yesterday that President Jakaya Kikwete’s decision to appoint Prof Mwandosya was a strategy to capture the support of the ailing politician, who has a big following both in the Southern Highlands and Chama Cha Mapinduzi (CCM).
The soft spoken electrical engineer-turned-politician came third in CCM’s 2005 presidential nomination race, having been beaten at the game by Mr Kikwete and runner-up Dr Salim Ahmed Salim.
Though his health has been failing, Prof Mwandosya still enjoys enough political clout to reckon with.
There is also the possibility that Mr Kikwete is courting Prof Mwandosya in order to get a guarantee of his backing should the president have a preferred successor in 2015.
When asked yesterday to comment on President Kikwete’s choice of the ailing minister, Chief Secretary Ombeni Sefue responded that it was the prerogative of the Head of the State to appoint his assistants.
The people should not worry, he added, because “even if Prof Mwandosya were to attend various check-ups, he will not go with his office”.
Though Prof Mwandosya himself has not given a firm indication that he will run for the top office in 2015, there are those who argue that this appointment gives him an edge should he decide to go for it.
A political science lecturer at the University of Dar es Salaam, Mr Richard Mbunda, said this appointment would be a big plus for Mr Mwandosya if he were to take a shot at the presidency, his health notwithstanding. “Along with his record as a hardworking and a committed public servant, he will be better equipped than anyone else since he will have gained a lot of experience working as the president’s right hand man,” Mr Mbunda added.
Mr Mbunda played down suggestions that Prof Mwandosya would not have any work to do in his new docket. Rather, he said, Prof Mwandosya would be second in line to the Prime Minister and his role wouldl cut across all ministries and government operations in Parliament.
Mr Emmanuel Mallya, a doctoral student in Portugal, said the president’s decision to appoint Prof Mwandosya would help heal divisions within the party. He added: “Among the scenarios which I think the president considered prior to his decision was uniting the party ahead of 2015… if he had left out Prof Mwandosya, many CCM members and other people outside CCM would have been dissapointed… certainly, Mr KIkwete didn’t want to do such a thing.”
Similar comments came from Mr Hamad Salim, head of political science and public administration at the Open University of Tanzania, who suggested that the president, who is also the CCM national chairperson, was doing everything in his power to make sure that the party did not disintegrate in his hands.
“For now, he is afraid that the party might die in his hands,” Mr Salim said. “As a result, he is making sure that the groups are dissolved immediately, so as to strengthen party unity at large.”
According to Mr Salim, the president is fully aware that what matters come the 2015 will be party unity rather than individual strengths. And the president is also sensitive to the fact that 2015 election will be different from previous elections as there is no “leadership legacy” to fall back on. Elaborating, he said: “In 1995, the late father of the nation (Mwalimu Julius Nyerere) picked Mr (Benjamin) Mkapa because President Kikwete wasn’t mature enough. Mr Kikwete was mature and ready to take over in 2005, but things are very different now.”
Mr Mallya does not, however, rule out Prof Mwandosya from the contest for the top office, his current health status notwithstanding. He adds: “Even Prof Mwandosya himself says that he is getting stronger. When asked, he did not say that he would not contest. He said he is focusing on his health. What happens if his health stabilises before the nomination process?”
University of Dar es Salaam political science lecturer Alexander Makulilo declined to associate the appointment with the Kikwete succession. “I can’t predict whether or not the president is seeking his (Prof Mwandosya’s) backing for his (president’s) preferred candidate come 2015,” he said. “What I am sure of is that, in being the president’s right hand man, Prof Mwandosya would be a big factor in 2015 whether or not he vies for the presidency.”
Prof Mwandosya was flown to India for medical treatment at the end of last year. He then had surgery at Apollo Hospital and has been in and out of the country recuperating since then. The MP for Rungwe constituency since 2000, he has served as a minister in various dockets in the third and fourth phase governments.

Few know the EAC and what it stands for: study

Arusha. Many Tanzanians, including small and medium entrepreneurs, are not aware of the East African Community (EAC) and what it has to offer, a survey has indicated.The problem is more acute in the southern highland regions, where farmers and crop traders have little information on markets for their produce.
It is sometimes easier for local entrepreneurs to trade with Europe than with neighbouring countries because of lack of information, according to Mr Allan Nswila, a business consultant based here.
During a forum convened to discuss challenges facing the bloc, he said the problem has been compounded by a poor transport network. “Very few Tanzanians know about the EAC and its potentials for doing business,” he pointed out. “People are much more aware of markets abroad than those within the region.”
Farmers in Mbeya, Iringa, Rukwa and Ruvuma regions, for example, were unaware of opportunities to sell their surplus produce at a time Kenya and parts of Tanzania were in dire need of food.Transporting maize to regions within the country that have been afflicted by drought and food shortages has also been difficult.
“There are also cases where the government had no money to buy maize when it was needed in neighbouring regions,” he said during a forum organised by a new lobby group, Friends of East Africa.The survey, carried out early this year, also covered small and medium enterprises in the northern regions including Arusha, where EAC has its headquarters.
Mr Nswila noted that very few cross-border traders consulted the East African Business Council and the Tanzania Chamber of Commerce, Industry and Agriculture on matters to do with regional trade.
“Even in Arusha, some business people do not seem to be aware of the business potential in neighbouring countries, especially EAC member countries,” he told an audience at the Arusha City Complex hall.Other speakers echoed his sentiments, wondering why the Arusha region authorities appeared indifferent to the presence of the EAC secretariat in the town.
Dr Firmin Nguma, a retired public servant, accused the Arusha region, district and municipal officers of distancing themselves from regional affairs. “It’s unfortunate that some people here do not want to get involved in EAC matters,” he said. “As a result, Tanzania has always been left behind in negotiations on critical issues on regional integration.”
In response, EAC Secretary General Richard Sezibera said the secretariat was keen to work with Arusha authorities to champion the regional integration agenda. He pointed out, though, that the community comprised five partner states and it could not dictate terms to Tanzanian officials. He also denied that the EAC was pushing for land to become an economic asset under the Common Market Protocol.
Land was listed among the contentious issues under the Common Market Protocol signed in November 2009, the others being travel documents and right of residence. “But these were successfully ironed out by the partner states,” the secretary general added.
The EAC boss admitted, though, that there had been fears in Tanzania that the common market arrangement would arbitrarily open up land to outsiders and landless people from other East African states. “This is not true,” he stressed. “Land remains a national issue.”
He cautioned, however, that Tanzanians would have to put their vast land resources to full use for economic development of the country. According to the secretary general, Tanzania can become an economic giant in Africa if it exploits its vast economic resources such as minerals, natural gas, wildlife, livestock and arable land.
He also implored the Tanzanian business community not to fear the economic dominance of Kenya. There have been economic disparities among the EAC member states since the early days of the community, he said, and this has been reflected in education, skills and enterprise development.
A study conducted three years ago established that issues that needed to be sorted out to ease the process of integration included improving the way business is done by fine tuning the customs clearance procedures and introducing a single currency.
Respondents in the study commissioned by EAC also wanted service enhanced at border points. This would involve introducing a 24-hour work schedule, fast clearing services especially for large trucks and reducing time spent on verifying documents.
They also asked for freedom of movement of goods by removing border restrictions, accepting one common EAC identification document and ensuring the same standards for document verification at all borders. Taxation and non-tariff barriers also need to be dealt with by ensuring that taxation is standardised and paid once.

MKURUGENZI Mkuu wa Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), Dk Edward Hoseah jana alikuwa akichambua majalada ya baadhi ya mawaziri waliong’olewa baada ya wizara zao kutajwa kuhusika na ufisadi katika Ripoti ya Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali (CAG).
Tayari Dk Hoseah alikwishatangaza kwamba Takukuru imeanza uchunguzi dhidi ya tuhuma za mawaziri hao kabla hata ya Rais Jakaya Kikwete hajawang’oa katika mabadiliko yake ya Baraza la Mawaziri aliyofanya mapema mwezi huu huku Ikulu nayo ikiagiza uchunguzi kwa watendaji wa wizara husika.
Mawaziri walioondolewa ni pamoja na aliyekuwa wa Fedha, Mustafa Mkulo, Ezekiel Maige (Maliasili na Utalii), William Ngeleja (Nishati na Madini), Dk Cyril Chami (Viwanda na Biashara), Dk Hadji Mponda (Afya na Ustawi wa Jamii) na Omary Nundu (Uchukuzi).
Jana, akizungumza na gazeti hili, Dar es Salaam, Dk Hoseah alisema tangu CAG alipowalisha ripoti hiyo serikalini walianza uchunguzi wa tuhuma hizo ili kuwafikisha wahusika kwenye vyombo vya sheria.
Alisema jana hiyo alikuwa akipitia tuhuma za Mkulo kuhusu na uuzaji wa Kiwanja Namba 10 kwa Kampuni ya Mohamed Enterprises (MTeL).
“Tangu CAG alipowasisha ripoti yake Serikalini tulianza mchakato wa kuwachunguza kulingana na tuhuma zinazowakabili kwa kila mmoja kwa nafasi yake ili tutakapomaliza zoezi hilo tuwasilishe kwenye vyombo vya sheria kwa ajili ya hatua zaidi,” alisema Dk Hoseah.
Mkulo aishangaa Takukuru
Alipoulizwa kuhusu madai hayo ya kuchunguzwa, Mkulo alisema anachojua ni kwamba uchunguzi au mahojiano ya Takukuru na mawaziri ni wa kimaadili na ni jambo la siri.
“Huwezi kusimama sokoni Kariakoo kwenye watu wengi na kutangaza kwamba tunamchunguza au tunamhoji Mkulo ni kwenda kinyume na maadili ya Takukuru,” alisema Mkulo.
Alisema uchunguzi unaweza kuvurugika kama unawekwa hadharani ukiwa katika hatua za mwanzo.
“Ndiyo maana nasema hata kama ninachunguzwa au nimehojiwa kuna umuhimu gani kutangaza? Kwa nini Takukuru wasisubiri ili kupata uhakika katika uchunguzi wao?”
Mkulo alikuwa akirejea Sheria ya Takukuru ya mwaka 2007, Kifungu cha 37 ambacho kinazuia mtu yeyote kueleza kwa kina mchakato wa uchunguzi unaofanywa na Takukuru dhidi ya mtuhumiwa.
Watendaji nao
Dk Hoseah alisema uchunguzi unaoendelea hivi sasa siyo kwa mawaziri hao pekee, bali unagusa pia baadhi ya watendaji wakuu wa Serikali ambao wamehusishwa kwa namna moja au nyingine kwenye Ripoti ya CAG hivyo kusababisha kuwajibishwa kwa mawaziri.
Alisema ripoti zilizopo kwenye ofisi yake ni za viongozi mbalimbali ambao wameshindwa kutimiza majukumu yao na kuisababishia Serikali hasara.
Katika Mkutano wa Saba wa Bunge uliomalizika hivi karibuni, wabunge wa upinzani pamoja na wa CCM walifikia uamuzi wa kusaini fomu ya kutokuwa na imani na Waziri Mkuu, Mizengo Pinda lengo likiwa kumshinikiza kuwawakijibisha mawaziri waliotajwa katika ripoti hiyo vinginevyo, ajiuzulu.
Hatua hiyo iliibua mvutano mkali ndani ya CCM huku wabunge wa chama hicho wakishikilia msimamo wa kuitaka Serikali kuwawajibisha mawaziri hao hali iliyomfanya Rais Kikwete kupangua Baraza lake la Mawaziri na kulipanga upya huku akiwatosa mawaziri sita kati ya wanane waliotajwa katika ripoti hiyo.
Ripoti ya CAG
Katika shinikizo hilo la wabunge, Mkulo alikuwa wa kwanza kutakiwa ajiuzulu, kutokana na kashfa ya kuvunja Bodi ya Shirika Hodhi la Mashirika ya Umma (CHC) ili kuficha tuhuma zake ikiwemo uuzaji wa Kiwanja hicho Na.10 kwa MeTL.
Kilichomponza Dk Mponda ni kashfa ya Bohari ya Dawa (MSD) ambako ukaguzi maalumu katika bohari hiyo ulibaini kuwapo tofauti ya Sh658.9 milioni ikiwa ni pungufu ya kiasi ambacho kilipokewa na kuripotiwa wizarani kwenda MSD, bila ya ushahidi wa kuzipokea.
Pia, uchunguzi unaonyesha kuwapo Sh100 milioni zilizopelekwa MSD kutoka Wizara ya Afya na Ustawi wa Jamii na kutumiwa na Bohari hiyo bila kuwepo kwa mchanganuo wa matumizi.
Ukaguzi pia ulibaini kuwepo kwa kiasi cha Sh4.5 bilioni zilizotoka Hazina kwenda Wizara ya Afya na Ustawi wa Jamii kwa ajili ya kununulia dawa na vifaa vya hospitali, lakini kiasi cha Sh4.344 bilioni ndicho kilichopelekwa MSD ukiondoa Sh196 milioni ambazo zilitumika bila kuwapo kwa ushahidi wa kupokewa MSD kutoka wizarani.
Kwa upande wa Maige, pamoja na mambo mengine, Kamati ya Bunge ya Ardhi, Maliasili na Mazingira ilitaka awajibishwe kwa madai ya kutengeneza mazingira ya rushwa katika ugawaji wa vitalu vya uwindaji kwa kampuni ambazo hazina sifa na kusafirishwa nje kwa wanyama wakiwamo twiga na tembo kinyume cha sheria.
Nundu alidaiwa kuipigia kifua kampuni ya China Merchant ili apate zabuni ya ujenzi wa magati mawili katika Bandari ya Dar es Salaam huku Ngeleja akidaiwa kukaa kimya wakati Tanesco ikifanya ununuzi wa Sh300 hadi 600bilioni kwa mwaka mmoja.
Profesa Jumanne Maghembe ambaye alihamishiwa Wizara ya Maji akitokea Kilimo, Chakula na Ushirika, alituhimiwa kwa kuchelewa kwa mikopo ya pembejeo kwa wakulima huku George Mkuchika ambaye sasa yuko Ofisi ya Rais (Utawala bora), akituhimiwa kuwa akiwa Waziri wa Nchi Ofidi ya Waziri Mkuu (Tamisemi), halmashauri nyingi zilifanya ufisadi wa kutisha ukitolewa mfano wa Kishapu ambayo inadaiwa kufuja fedha za umma kiasi cha Sh6bilioni.
Mkandarasi amvunja mguu polisi kwa risasi

MKANDARASI mmoja wa Manispaa ya Songea, Ruvuma (jina tunalihifadhi) anashikiliwa na Polisi mkoani hapa kwa tuhuma ya kumpiga risasi askari polisi na kumvunja miguu yote miwili.
Kaimu Kamanda wa Polisi wa Mkoa Ruvuma, George Chipos alimtaja askari aliyepigwa risasi kuwa ni Lucas Komba ambaye kituo chake cha kazi ni Mkoa wa Tabora. Alikuwa hapa kwa mapumziko na kwamba tukio hilo lilitokea Mei, 20 mwaka huu saa 2.45 usiku katika grosari iliyopo Seedefarm Barabara ya Namtumbo.
Chipos alisema mkandarasi huyo aliyepewa kazi ya kutengeneza Barabara za vijijini, alimpiga risasi askari Komba mwenye No.E 9507 PC kutokana na kile kinachodaiwa ni mtuhumiwa kulewa kupita kiasi hivyo kuanza kufyatua risasi hewani bila utaratibu.
Alisema askari Komba alishambuliwa baada ya kujaribu kumzuia. Alimfyatulia risasi miguuni na kumpiga sehemu ya paja la mguu wa kushoto.
Kaimu kamanda huyo alisema askari Komba amelezwa katika Hospitali ya Mkoa Ruvuma akipatiwa matibabu na mtuhumiwa atapandishwa kizimbani baada ya upelelezi kukamilika.
Katika tukio jingine: Watu wawili wanashikiliwa na polisi kwa tuhuma za mauaji ya mtu mmoja, Esau Kapinga yaliyotokea katika Kijiji cha Mkumbi Wilaya ya Mbinga, Ruvuma. Marehemu aliuawa kwa kukatwakatwa kwenye goti la kulia na kupigwa na kitu kizito mgongoni.
Kamanda Chipos alisema tukio hilo lilitokea Mei 21, mwaka huu saa 7:00 usiku na kuwa chanzo chake ni ugomvi wa kifamilia wa kugombea mashamba ya kahawa. Alisema watuhumiwa watafikishwa mahakamani mara baada ya upelelezi kukamilika.

Alikuwa hapa kwa mapumziko na kwamba tukio hilo lilitokea Mei, 20 mwaka huu saa 2.45 usiku katika grosari iliyopo Seedefarm Barabara ya Namtumbo.
Chipos alisema mkandarasi huyo aliyepewa kazi ya kutengeneza Barabara za vijijini, alimpiga risasi askari Komba mwenye No.E 9507 PC kutokana na kile kinachodaiwa ni mtuhumiwa kulewa kupita kiasi hivyo kuanza kufyatua risasi hewani bila utaratibu.
Alisema askari Komba alishambuliwa baada ya kujaribu kumzuia. Alimfyatulia risasi miguuni na kumpiga sehemu ya paja la mguu wa kushoto.
Kaimu kamanda huyo alisema askari Komba amelezwa katika Hospitali ya Mkoa Ruvuma akipatiwa matibabu na mtuhumiwa atapandishwa kizimbani baada ya upelelezi kukamilika.
Katika tukio jingine: Watu wawili wanashikiliwa na polisi kwa tuhuma za mauaji ya mtu mmoja, Esau Kapinga yaliyotokea katika Kijiji cha Mkumbi Wilaya ya Mbinga, Ruvuma. Marehemu aliuawa kwa kukatwakatwa kwenye goti la kulia na kupigwa na kitu kizito mgongoni.
Kamanda Chipos alisema tukio hilo lilitokea Mei 21, mwaka huu saa 7:00 usiku na kuwa chanzo chake ni ugomvi wa kifamilia wa kugombea mashamba ya kahawa. Alisema watuhumiwa watafikishwa mahakamani mara baada ya upelelezi kukamilika.
Mwandosya: Afya kwanza urais baadaye

WAZIRI wa Nchi, Ofisi ya Rais (Kazi Maalumu), Profesa Mark Mwandosya, jana aliapishwa Ikulu kushika wadhifa huo huku akikataa kuzungumzia mipango yake ya baadaye ya kisiasa. Profesa Mwandosya akijibu moja ya maswali ya waandishi wa habari baada ya kuapishwa, lililohusu iwapo bado ana nia ya kugombea urais katika Uchaguzi Mkuu wa mwaka 2015, alisema hawezi kuzungumzia suala hilo mpaka hapo afya yake itakapotengemaa.
“Mbona mnapenda sana kuniuliza suala hili? Maana kila mwandishi akiniona anapenda kuuliza hili au leo mmeuliza kwa sababu mmeona nimekuja karibu na jengo hili? (Ikulu)…” alihoji huku akicheka na kuongeza: “Ngoja kwanza tuangalie afya…. Eeh! Afya kwanza halafu hayo mambo mengine yatafuata.” Profesa Mwandosya alihamishiwa Ofisi ya Rais kutoka Wizara ya Maji aliyokuwa akiiongoza awali, baada ya mabadiliko ya Baraza la Mawaziri yaliyofanywa na Rais Jakaya Kikwete, Mei 4, mwaka huu.
Hata hivyo, waziri huyo ambaye aliomba kugombea urais kupitia CCM akipamba na Rais Kikwete mwaka 2005, hakuweza kuapishwa na mawaziri wenzake Mei 7, mwaka huu kwa kuwa ndiyo kwanza alikuwa amerejea kutoka India alikokuwa kwa muda mrefu akipatiwa matibabu kutokana na ugonjwa ambao hata hivyo, haujawahi kuwekwa hadharani.
Katika mchakato wa kinyang’anyiro hicho ndani ya CCM, Profesa Mwandosya alishika nafasi ya tatu, nyuma ya Rais Kikwete na Dk Salim Ahmed Salim. Jana, Profesa Mwandosya alizungumzia afya yake kwa kusema kuwa anaendelea vizuri... “Afya yangu ni kama mnavyoiona, naendelea vizuri tu, mwaka jana nilikuwa nikitembea kwa msaada wa magongo lakini leo nimeweza kutembea mwenyewe bila msaada wa magongo, kwa kweli naendelea vizuri,” alisema Waziri huyo.
Kuhusu wadhifa wake mpya alisema anafahamu kwamba kazi aliyonayo ni kubwa na kwamba yuko tayari kumsaidia Rais katika majukumu mbalimbali ya kitaifa yanayomkabili. “Mnafahamu Rais ana majukumu mengi sana ya kitaifa, yanamhitaji kwenda hapa na pale, kwa hiyo mimi kwanza nashukuru kwa kupewa wadhifa huu na niko tayari kumsaidia mheshimiwa Rais katika majukumu hayo,” alisema.
Ugonjwa wake Profesa Mwandosya alikwenda katika Hospitali ya Apolo, India kwa ajili ya matibabu Mei, mwaka jana ambako alikaa huko kwa miezi ipatayo sita kabla ya kurejea Novemba 29, 2011.
Desemba 3, 2011 zikiwa zimepita siku sita tangu aliporejea, alifanya mkutano na waandishi wa habari katika makao makuu ya Wizara ya Maji na kusema kwamba alikuwa bado ana kiu ya kuwatumikia wananchi. Katika mkutano huo, Profesa Mwandosya alikataa kuzungumzia suala la urais wa 2015 kwa maelezo kwamba yapo mambo mengi ya kufanya na kwamba haukuwa wakati mwafaka.
“Kama kuna watu wana fedha za kuwekeza katika kutafuta uongozi ni wao, lakini mimi bado nahitaji kuwahudumia wananchi kwa kutatua matatizo ya maji,” alisema na kuongeza:
“Bado kuna mambo mengi, vilivyopo kwenye ajenda za Wizara ya Maji sijavikamilisha. Kwa hiyo siwezi kuzungumzia masuala ya urais wakati bado nina majukumu mazito ya kuwahudumia wananchi.” Januari mwaka huu, Profesa Mwandosya alikwenda tena India kuendelea na matibabu kabla ya kurejea nchini siku chache zilizopita.

Lema kuwataja mawaziri wawili na mmoja aliyewahi kuwa Waziri Mkuu
kwamba, wameomba kujiunga na chama hicho cha upinzani, wawili kati yao
wamejitokeza na kuzungumzia madai hayo.

Mkuu aliyejiuzulu, Edward Lowassa na Waziri wa Ushirikiano wa Afrika
Mashariki, Samuel Sitta ambao walitajwa na Lema, jana kwa nyakati
tofauti walibeza madai hayo.
Jumamosi
iliyopita, Lema akiwa wilayani Sengerema, Mwanza alisema mawaziri
watatu, akiwamo mmoja aliyewahi kuwa waziri mkuu wameiomba kujiunga na
Chadema lakini mmoja kati yao amekataliwa na wengine mchakato wa
kuyakubali maombi yao unaendelea.
Katika
mkutano huo, Lema aliwataja mawaziri hao kwa jina moja kuwa ni Sitta,
Lowassa na waziri mwingine ambaye tunahifadhi jina lake kwa kuwa
hakupatikana jana kuzungumzia madai hayo.

alipuuza madai hayo akiyaita ya kitoto na kueleza kuwa kwa hadhi yake,
hawezi kuomba kujiunga Chadema na kusubiri majibu kama amekubaliwa au
la.
“Yaani mimi niombe kwenda Chadema halafu
nikae kabisa huku nikisubiri wanijibu! Huo ni upuuzi na jambo hili
haliwezekani na si kweli hata kidogo. Kama Lema kasema hivyo, basi huo
ni utoto na siasa za kihuni,” alisema Sitta.
Sitta
huku akicheka aliongeza: “Sasa nimeomba kwa nani na kwa njia ipi ya
mdomo au maandishi? Mimi siyo gamba. Ni mtu mwadilifu siwezi kujiunga
katika utaratibu wa kuchukua magamba ndani ya CCM.”
“Wao
Chadema wanachukua tu kila mtu. Wakienda kwenye mikutano pia wanachukua
tu watu, sasa hivi wanachukua magamba CCM. Mimi nawatakia kila heri
katika kuchukua magamba CCM.”
Sitta alisema
yeye ni mwanasiasa makini na mwadilifu hawezi kukaa chungu kimoja na
magamba... Wanalofanya kuchukua magamba ya CCM ni faraja hata kwa Katibu
Mkuu Wilson Mukama.”
Mbunge huyo wa Urambo
Mashariki, alisema kuchukua magamba CCM ni sawa na mtu ambaye anakwenda
kwa jirani ambaye nyumba yake imezungukwa na takataka kisha akamsaidia
kuzisomba kwenda kuzitupa... Hapo si lazima ufurahie bwana?

kama angekuwa anajiunga na Chadema wangemkumbatia akisema: “Kama
wanakwenda watu wadogo wanaandaa sherehe kubwa, nikienda mimi...?
Majibu ya Lowassa
Jana,
Lowassa naye alipuuza madai hayo ya Lema akisema hajawahi kuomba
kujiunga na Chadema huku akisisitiza: “Kama ingekuwa hivyo isingekuwa
siri. Ningetangaza uamuzi wangu kupitia vyombo vya habari.”
Lowassa
alitoa kauli hiyo baada ya gazeti hili kumtaka azungumzie madai ya Lema
kwamba aliomba kujiunga na chama hicho cha upinzani lakini akakataliwa.
“Kama
ningeomba kuingia Chadema ningetangaza kwenye vyombo vya habari.
Sijasikia hayo na sitaki kusema chochote zaidi,” alisema Lowassa na
kisha kukata simu.
Slaa amshangaa Lema
Alipoulizwa kuhusu madai hayo ya Lema, Katibu Mkuu wa Chadema, Dk Willbrod Slaa alisema hawezi kuzungumzia kauli ya mtu.
“Tabia
yangu huwa sipendi kuzungumzia kauli aliyoitoa mtu hivyo alichokisema
Lema mtafuteni yeye mwenyewe afafanue kwani atakuwa anajua alichokisema
kina maana gani,” alisema Dk Slaa.
Dk Slaa
alisema: “Badala ya kukaa na kuzungumzia kauli ya mtu, kinachotakiwa ni
kujadili jinsi gani ya kuhakikisha tunapunguza ugumu wa maisha kwa
mwananchi wa hali ya chini.”
“Tuache kuzungumza
kauli za watu hapa sasa kinachotakiwa kila mmoja wetu kwa nafasi yake
atizame ni jinsi gani atahakikisha anamkomboa mwananchi kwa kupunguza
gharama za maisha.”
Lema ang’ang’ana
Hata
hivyo, jana alipotakiwa kufafanua kauli yake baada ya kuelezwa kwamba
aliowataja wabeza madai yake, Lema aliendelea kusisitiza kwamba
alichosema ni cha kweli.
“Wanakataa tu kisiasa,
lakini nilichosema ni cha kweli na (kesho), leo katika mkutano wangu wa
Singida, pamoja na kuwarudia hawa niliowataja nitawataja wengine pamoja
na wabunge wa CCM ambao wapo tayari kujiunga na Chadema.”
Katika
madai yake ya kwanza aliyotoa Jumamosi iliyopita katika mkutano
uliofanyika kwenye Viwanja vya Mnadani, Lema alisema viongozi wenye
uchungu na taifa hili ndani ya CCM na ambao wamekuwa hawafurahishwi na
ubadhirifu wa mali za nchi, wamekuwa wakifanya mazungumzo kutaka
kujiunga na Chadema.
Alisema kwa vile chama
chake kimejiandaa kuingia madarakani kwa kutumia nguvu ya umma, ndiyo
maana mawaziri wa Serikali ya CCM wameomba kujiunga nacho ili kusaidiana
kwa pamoja kwenda kuingia madarakani mwaka 2015.
“Lakini,
Lowassa tumemkataa. Tunataka wachapa kazi na wenye mioyo ya kweli
katika mapambano ya kupigania haki na kuondoa dhuluma kwa Watanzania,”
alisema Lema.
Lema alidai kuwa mawaziri hao
(waliokubaliwa) wanasubiri muda muafaka ufike waweze kutangaza rasmi
kujiunga na chama hicho, kutokana na kile kilichodaiwa kuchoshwa na
mwenendo mzima wa uongozi na utendaji serikalini na ndani ya CCM,
hususan suala la kuwalinda watu wanaotuhumiwa kwa ubadhilifu.

Vurugu kubwa zazuka Pwani
• Wananchi wachoma moto nyumba ya polisi
VURUGU kubwa zimeibuka Ikwiriri wilayani hapa na kusababisha
uharibifu mkubwa wa mali za wafugaji ikiwemo kuchomwa moto kwa nyumba
mbili, ikiwemo ya afisa wa polisi.
Habari zimedai kuwa wakulima wa eneo hilo, tangu jana asubuhi walianza kuwashambulia wafugaji wa kijiji hicho, na kuvamia nyumba zao, huku wakiharibu na kupora kila kitu walichokikuta, kwa kile kilichodaiwa kulipa kisasi cha kuuawa mwenzao, Shamte Tawangala(60) kunakodaiwa kufanywa na jamii ya wafugaji.
Kamanda wa Polisi Mkoa wa Pwani, Ernest Mangu, amethibitisha kutokea kwa vurugu hizi na kudai kuwa, amelazimika kuongeza nguvu kwa kutuma askari wengi wa kikosi cha kutuliza ghasia, ili kuzima ghasia hizo.
Kamanda Mangu hata hivyo, alisema hadi sasa hawajajua idadi kamili ya watu waliojeruhiwa ama kuwepo na taarifa za waliopoteza maisha katika mapigano hayo, kwa vile hadi jana mchana walikuwa katika jitihadi za kuzima vurugu hizo.
Imedaiwa kuwa, awali polisi waliojaribu kutuliza ghasia walikumbana na mashambulizi ya mawe toka kwa wananchi, kiasi cha kulazimika kutumia mabomu ya machozi kuwatawanya.
Habari zimedai kuwa, wakulima na wakazi wa kawaida wa kijiji hicho, walichukizwa na kitendo cha polisi kupuuzia tukio la kuuawa kwa Tawangala, anayedaiwa kushambuliwa vibaya hadi kufa kwa fimbo na vijana wawili wanaodaiwa kuwa ni wafugaji.
Imedaiwa kuwa, nyumba mbili pamoja na duka la afisa mifugo wa Kata ya Umwe, aliyejitambulisha kama Elikabu Lameck, vimevunjwa na kuchomwa moto na wananchi hao waliopora bidhaa zote zilizokuwemo.
Lameck alidai hatua ya kumshambulia Tawangala, inatokana na kile kilichodaiwa na wananchi hao kuwa, ni uhusiano wake wa karibu na mmoja wa wafugaji, aliyetajwa kwa jina la Masanja Mabala.
Vurugu hizo zimemlazimisha Mkuu wa Mkoa wa Pwani, Mwantumu Mahiza pamoja na viongozi mbalimbali wa vyombo vya usalama kwenda Ikwiriri kutuliza.
Akizungumzia tukio la mauaji ya mkulima huyo, Mangu alidai kuwa vijana wawili wa jamii ya wafugaji wanadaiwa kuhusika na tukio hilo lililotokea Mei 19, mwaka huu katika kitongoji cha Njogoro, Kijiji cha Umwe Kusini, Ikwiriri, Wilaya ya Rufiji.
Kamanda huyo aliongeza kuwa, chanzo cha mauaji hayo kinaelezwa kuwa ni vijana hao wachungaji kutaka kulisha mifugo yao kwenye shamba la mahindi la Tawangala, na alipojaribu kuwakataza, walianza kumshambulia kwa fimbo hadi kufariki dunia.
Mwili wa marehemu umehifadhiwa zahanati ya Ikwiriri kwa uchunguzi wa daktari, na hadi sasa hakuna aliyekamatwa kuhusiana na tukio hilo, ambapo polisi wanaendesha msako mkali kuwatia mbaroni waliohusika.

WAZIRI mkuu mmoja wa zamani na mawaziri wawili walioko
madarakani, wametajwa kuwa miongoni mwa wazito walioko ndani ya Chama
Cha Mapinduzi (CCM) walioomba kujiunga na Chama cha Demokrasia na
Maendeleo (CHADEMA).
Aidha, mawaziri hao wanasubiri muda muafaka ufike waweze kutangaza rasmi kujiunga na chama hicho, kutokana na kile kilichodaiwa kuchoshwa na mwenendo mzima wa uongozi na utendaji wa mambo unavyokwenda serikalini na ndani ya CCM, hususan suala la kuwalinda watu wanaotuhumiwa kwa ubadhilifu.
Mbunge wa zamani wa Arusha Mjini, Godbelss Lema aliwataja ‘wazito’ hao, kwenye mkutano mkubwa wa hadhara uliofanyika mjini Sengerema juzi, ambapo alisema hatua hiyo ni ishara wazi ya kuanguka kwa chama hicho.
Katika mkutano huo, uliofanyika katika viwanja vya Mnadani vilivyobatizwa jina la Uwanja wa Wenje, Lema pamoja na mbunge wa Nyamagana, Wenje walisema wananchi wengi wakiwemo baadhi ya viongozi wenye uchungu na taifa hili ndani ya CCM, hawafurahishwi na ubadhilifu wa mali za nchi, na kwamba hatua hiyo imewadidimiza Watanzania katika lindi kubwa la umasikini, kutokana na kubariki madini, wanyama, misitu, samaki na rasilimali nyinginezo kuuzwa nje ya nchi kwa maslahi ya vigogo wachache.
Katika mkutano huo ambao zaidi ya wanachama 100 wa CCM walijiunga na CHADEMA, wabunge hao waliishambulia serikali wakidai imekuwa kinara wa ombaomba duniani, wakati taifa lina rasilimali nyingi zinazotumiwa na wachache kufanya ziara za mara kwa mara ughaibuni.
Lema aliuambia umati huo wa watu kuwa kama walivyoamua kuchukua maamuzi mawaziri hao, nao wanatakiwa kuihukumu sasa CCM na serikali yake kwa kujiunga na CHADEMA, kwani kufanya hivyo ni kujiandaa na kile alichokisema ukombozi wa taifa mwaka 2015.
“CHADEMA tumejiandaa kuingia madarakani kwa kutumia nguvu ya umma. Ndiyo maana (akawataja mawaziri) wameomba kujiunga na CHADEMA ili tulisongeshe pamoja kwenda kuingia madarakani mwaka 2015.
“Lakini (akamtaja waziri mwingine) tumemkataa. Tunataka wachapa kazi na wenye mioyo ya kweli katika mapambano ya kupigania haki na kuondoa dhuluma kwa Watanzania,” alisema Lema.
Awali, aliyekuwa Diwani wa CCM Kata ya Nyampulukano, Hamisi Mwagao Tabasamu, ambaye hivi karibuni alihamia CHADEMA, aliwaambia wananchi hao wa Sengerema kwamba, halmashauri ya wilaya hiyo imegubikwa na tuhuma za ufisadi, hivyo viongozi wawili waandamizi wanastahili kushtakiwa mahakamani.
“Halmashauri hii ya Sengerema kuna ufisadi mkubwa. Kuna fedha nyingi sana za miradi zimeliwa na ushahidi ninao, TAKUKURU kama mpo hapa na Usalama wa Taifa njooni mnikamate Jumatatu kama mnadhani ni uongo,” alisema Tabasamu ambaye anadaiwa kuivuruga kabisa CCM wilayani Sengerema.
Alisema, anao ushahidi wa mamilioni ya fedha za miradi katika eneo la Bukala, zinazodaiwa kutafunwa kwa mgongo wa mafunzo jijini Mwanza, na kwamba wananchi wa Sengerema waanze kubadilika na kuikataa CCM kwani viongozi wake hawawasaidii katika kutatua kero zao za maji, afya, barabara na miradi ya maendeleo.
Kwa upande wake, Wenje aliwataka wananchi wa Sengerema kuhakikisha wanaanza kuikataa CCM mapema, kwani bila kufanya hivyo miaka michache watakuwa watumwa wa kupelekwa Ughaibuni kulima mashamba ya wakoloni.
“Wananchi wa Sengerema nawaambieni leo kwamba, viongozi wenu wa serikali wanauza kila kitu sasa. Twiga wanauzwa, tembo wanauzwa, misitu, madini navyo vinapigwa mnada kwa Wazungu,” alisema.
Alisema, ufisadi, kukumbatia wawekezaji wa nje pamoja na mikataba mibovu ndiyo inayoiweka Tanzania katika hali ya umasikini kiasi kikubwa, huku akimtaja mbunge mmoja wa CCM (jina linahifadhiwa), kwamba amepata utajiri mkubwa kuliko wa marais wawili wa zamani, Baba wa Taifa, hayati Mwalimu Julius Kambarage Nyerere na Rais mstaafu wa awamu ya pili, Ali Hassan Mwinyi.
Aliwaomba wananchi hao kushinikiza katiba mpya ijayo Tanzania iongozwe kwa mfumo wa majimbo kama ilivyo huko Bara la Ulaya, kwa madai kuwa utarudisha mamlaka na utawala kwa wananchi, kuliko ilivyo sasa ambapo viongozi wakiwemo mawaziri, wakuu wa mikoa na wilaya wanawajibika kwa rais.
Aidha, mawaziri hao wanasubiri muda muafaka ufike waweze kutangaza rasmi kujiunga na chama hicho, kutokana na kile kilichodaiwa kuchoshwa na mwenendo mzima wa uongozi na utendaji wa mambo unavyokwenda serikalini na ndani ya CCM, hususan suala la kuwalinda watu wanaotuhumiwa kwa ubadhilifu.
Mbunge wa zamani wa Arusha Mjini, Godbelss Lema aliwataja ‘wazito’ hao, kwenye mkutano mkubwa wa hadhara uliofanyika mjini Sengerema juzi, ambapo alisema hatua hiyo ni ishara wazi ya kuanguka kwa chama hicho.
Katika mkutano huo, uliofanyika katika viwanja vya Mnadani vilivyobatizwa jina la Uwanja wa Wenje, Lema pamoja na mbunge wa Nyamagana, Wenje walisema wananchi wengi wakiwemo baadhi ya viongozi wenye uchungu na taifa hili ndani ya CCM, hawafurahishwi na ubadhilifu wa mali za nchi, na kwamba hatua hiyo imewadidimiza Watanzania katika lindi kubwa la umasikini, kutokana na kubariki madini, wanyama, misitu, samaki na rasilimali nyinginezo kuuzwa nje ya nchi kwa maslahi ya vigogo wachache.
Katika mkutano huo ambao zaidi ya wanachama 100 wa CCM walijiunga na CHADEMA, wabunge hao waliishambulia serikali wakidai imekuwa kinara wa ombaomba duniani, wakati taifa lina rasilimali nyingi zinazotumiwa na wachache kufanya ziara za mara kwa mara ughaibuni.
Lema aliuambia umati huo wa watu kuwa kama walivyoamua kuchukua maamuzi mawaziri hao, nao wanatakiwa kuihukumu sasa CCM na serikali yake kwa kujiunga na CHADEMA, kwani kufanya hivyo ni kujiandaa na kile alichokisema ukombozi wa taifa mwaka 2015.
“CHADEMA tumejiandaa kuingia madarakani kwa kutumia nguvu ya umma. Ndiyo maana (akawataja mawaziri) wameomba kujiunga na CHADEMA ili tulisongeshe pamoja kwenda kuingia madarakani mwaka 2015.
“Lakini (akamtaja waziri mwingine) tumemkataa. Tunataka wachapa kazi na wenye mioyo ya kweli katika mapambano ya kupigania haki na kuondoa dhuluma kwa Watanzania,” alisema Lema.
Awali, aliyekuwa Diwani wa CCM Kata ya Nyampulukano, Hamisi Mwagao Tabasamu, ambaye hivi karibuni alihamia CHADEMA, aliwaambia wananchi hao wa Sengerema kwamba, halmashauri ya wilaya hiyo imegubikwa na tuhuma za ufisadi, hivyo viongozi wawili waandamizi wanastahili kushtakiwa mahakamani.
“Halmashauri hii ya Sengerema kuna ufisadi mkubwa. Kuna fedha nyingi sana za miradi zimeliwa na ushahidi ninao, TAKUKURU kama mpo hapa na Usalama wa Taifa njooni mnikamate Jumatatu kama mnadhani ni uongo,” alisema Tabasamu ambaye anadaiwa kuivuruga kabisa CCM wilayani Sengerema.
Alisema, anao ushahidi wa mamilioni ya fedha za miradi katika eneo la Bukala, zinazodaiwa kutafunwa kwa mgongo wa mafunzo jijini Mwanza, na kwamba wananchi wa Sengerema waanze kubadilika na kuikataa CCM kwani viongozi wake hawawasaidii katika kutatua kero zao za maji, afya, barabara na miradi ya maendeleo.
Kwa upande wake, Wenje aliwataka wananchi wa Sengerema kuhakikisha wanaanza kuikataa CCM mapema, kwani bila kufanya hivyo miaka michache watakuwa watumwa wa kupelekwa Ughaibuni kulima mashamba ya wakoloni.
“Wananchi wa Sengerema nawaambieni leo kwamba, viongozi wenu wa serikali wanauza kila kitu sasa. Twiga wanauzwa, tembo wanauzwa, misitu, madini navyo vinapigwa mnada kwa Wazungu,” alisema.
Alisema, ufisadi, kukumbatia wawekezaji wa nje pamoja na mikataba mibovu ndiyo inayoiweka Tanzania katika hali ya umasikini kiasi kikubwa, huku akimtaja mbunge mmoja wa CCM (jina linahifadhiwa), kwamba amepata utajiri mkubwa kuliko wa marais wawili wa zamani, Baba wa Taifa, hayati Mwalimu Julius Kambarage Nyerere na Rais mstaafu wa awamu ya pili, Ali Hassan Mwinyi.
Aliwaomba wananchi hao kushinikiza katiba mpya ijayo Tanzania iongozwe kwa mfumo wa majimbo kama ilivyo huko Bara la Ulaya, kwa madai kuwa utarudisha mamlaka na utawala kwa wananchi, kuliko ilivyo sasa ambapo viongozi wakiwemo mawaziri, wakuu wa mikoa na wilaya wanawajibika kwa rais.

JK: Darling of the West, criticised at home

Dar es Salaam. President Jakaya Kikwete’s attendance in yesterday’s G8 Summit in the US attests to how highly regarded he is in international community circles – a fairly sharp contrast to how he is viewed back home.The Tanzanian leader has cause to believe that invitations to high-profile forums represent an acknowledgement by the world’s political and economic movers and shakers that his administration has delivered and deserves praise within the country and abroad.
For President Kikwete is one of the few leaders in the African continent as well as the broader developing world, who catch the eye of those wielders of influence, the likes of whom he rubbed shoulders with at the reputed Camp David in Maryland.
The latest trip also serves to consolidate the record of the incumbent as Tanzania’s most travelled president - but a record that some quarters dismiss as a disgrace rather than embrace as something praiseworthy.
They attribute Tanzania’s current economic and welfare woes to the frequent, highly costly foreign trips by the Head of State - a viewpoint that is reinforced by the current high cost and standard of living.Added to that is the shaky state of the economy, growing rate of unemployment, occasional political uncertainties and social upheavals.
Misgivings over the trips are voiced against the backdrop of inability by the Treasury to pay civil servants’ salaries on time, and being continuously haunted by budgetary constraints. The usually big presidential entourages raise eyebrows over whether they yield tangible benefits, but word going around is that the fat travel allowances constitute a key pull-factor.
To this school of thought, Mr Kikwete has so far been a let-down and there is little hope of him turning the tables to turn into reality, his much-touted election campaign ‘prosperity for all’ within the remaining three years of his second and final tenure at State House.On an extreme note, the group has reached a point of dubbing him the tourist head of state, and darling of the donor community.
They wonder and fail to understand why donors could rate him so highly when many people in the country can hardly afford two decent meals in day despite possessing abundant natural resources. And despite Tanzania being the second top recipient of aid, the country is yet to mark credible economic growth rates that are required to uplift majority people from abject poverty.
His supporters say he has and he is doing a great job and deserves accolades of the development partners. However, some of them say he has not used his popularity and the country’s reputation in international diplomatic circles to the advantage of the nation.
“Our expectations of what President Kikwete was going to deliver were extremely high, and that set us up for inevitable disappointment. So, our aspirations have not been matched by the reality we experience,” said development expert Aidan Eyakuze of Serengeti Advisors in Dar es Salaam.
Mr Kikwete became president through a popular vote in 2005 after he scooped a landslide victory of 80.2 per cent but there have been voices that his popularity has since slipped largely due to disillusionment over his performance. Going by the results of the 2010 General Election, that could be true since he won the presidential race by 60.2 per cent, which is a huge percentage point slide.
“In my view, the President’s job was to sustain and deepen the country’s political and economic transformation that is essential to improving the totality of the citizens’ welfare. I believe he has delivered, under trying circumstances on the political front. We remain a peaceful, cohesive and free country despite the many deep social and economic challenges we face,” Mr Eyakuze told The Citizen on Sunday yesterday.
“The economic front has been more difficult. Economic growth is struggling to translate into shared prosperity. I am one of many who feel the country could grow faster by being more strategic in its collective investment in infrastructure (the hardware that underpins production), education (the human software that produces), and agriculture (for both income and food security).”
According to the development consultant, the recent record on roads has been very good and is helping to address the infrastructure jinx that continues to haunt the country. Despite his support to President Kikwete, Mr Eyakuze admits that the rail and power challenges seem to have almost defeated this administration.
He says education has benefitted from significant budget allocation but the learning outcomes, which are what students and their parents care most about, have been very poor. This needs a major overhaul if Tanzanians are to engage successfully with the 21st century world, he expounds.
“President Kikwete is being observed by the international community from an international perspective, not a domestic one. So, if they admire him, it could be for a number of reasons such as maintaining and deepening the freedom of expression and association and democracy in Tanzania. He has allowed the courts and the judicial process to prosecute those accused of corruption and he has presided over continued expansion in investment and economic growth that was jump-started by President Mkapa.”
The executive director of the Centre for Economic Prosperity, Mr Thomas Maqway, said that if the yardstick for international approval is based on the amount of aid received, then President Kikwete’s donors’ esteem is undoubtedly justified. Why? Because according to the Development Aid at a Glance 2012 report, Tanzania ranks the second in the world in the list of the top ten recipients of official development assistance.
On his part, economics professor Humphrey Moshi said it is disappointing that the president has failed to use his global trotting exposure and the country’s positive international image to transform the economy. To him, the problem is Mr Kikwete’s embracement of the IMF/World Bank development policies, which have never succeeded anywhere.
“The World Bank has been praising Tanzania that it is one of the fastest growing economies in the world, but still agriculture is yet to be transformed and the level of industrialisation is still very low. This is a flaw,” he said.University of Dar es Salaam political scientist Bashiru Ally termed Mr Kikwete’s regime as neither pan-Africanist nor anti-imperialist because it is there for safeguarding the economic interests of multinationals.
His development studies counterpart, Prof Gaudens Mpangala, said leaders who adore policies and accept whims of the international financial institutions are agents of powerful industrial nations that have been siphoning wealth from poor African nations. He called on African leaders to address problems of their people and stop safeguarding the interests of foreign capitalist nations for personal benefits.

Kigoda suspends TBS boss, outlines industries’ revival

Dar es Salaam. The newly appointed minister for Industry and Trade, Dr Abdallah Kigoda, yesterday ordered the suspension of embattled director of the Tanzania Bureau of Standards (TBS) Charles Ekelege whose alleged poor performance contributed to the sacking earlier this month of his (Kigoda’s) predecessor, Dr Cyril Chami.
Dr Kigoda announced the suspension of Mr Ekelege during a familiarisation meeting at the ministry’s headquarters during which he also laid down his priorities that included revival of dormant privatised industries and reducing the cost of doing business in a bid to enable locally made products to compete with imported ones.
The suspension of the country’s head of standards watchdog comes after numerous failed attempts to have him removed to pave the way for investigations over unaccounted for Sh23 billion in fees that went to allegedly ghost agents subcontracted to inspect Tanzanian imports.
Yesterday, Dr Kigoda said he was ordering an immediate suspension of Mr Ekelega to enable the government conduct a thorough investigation that would lead to other procedures.
“I have ordered the TBS board to suspend him immediately following allegations raised against him in the parliamentary Parastatal Organisations Accounts Committee (POAC) Report which reveals that a bogus pre-shipment inspection has caused Sh23 billion loss to the government,” said Mr Kigoda.
Debating the latest report of the CAG, MPs called for removal of Dr Chami for dilly dallying on its recommendation to suspend Mr Ekelege who is alleged to have been responsible for the rot uncovered at TBS.
But the then minister argued that it would be improper to kick out the TBS boss before receiving sufficient evidence of his wrongdoings.
The CAG initiated the trip to Asia after audit reports indicated that most car imports were not being inspected as required and instead the agents were simply issuing stickers to justify their entry into Tanzania. The scam is said to have led to importation into Tanzania of thousands of substandard vehicles. Hence, the CAG recommended a replacement of the country’s standard watchdog chief executive.
The suspension of the TBS boss who is said to be in Japan for a familiarisation tour together with board members is likely to send shockwaves to other heads of public institutions who have been linked to embezzlement and mismanagement of public funds in the CAG‘s latest report.
Naming his new team, President Kikwete had said his clean up would go beyond ministers and rope in top aides whose performance influences that of their bosses – the ministers.
Yesterday, Dr Kigoda used the occasion to announce his priorities at the ministry he had headed until 1997, saying he was determined to revive privatised industries which have been idle for years. The minister said he would use diagnostic approach to give back life to the “dead industries”. That would entail establishing factors behind the failure of privatised industries in a bid to come up with a lasting solution that would enable them to once again contribute to the economy.
He said the revival plan would involve strategic plans applied by other successful privatised firms like Tanzania Breweries Limited (TBL) and Tanzania Cigarette Company (TCC).
“We must first establish the root cause of their failure and come up with a comprehensive solution. We have Urafiki Textile Company with more than enough raw materials but its products are nowhere to be seen,” said he.
Dr Kigoda also said he would focus on empowering small and medium enterprises (SMEs) which, he said, were crucial in fighting poverty.
“This will involve forming a strategy to help them in terms of training and funding. It doesn’t necessarily mean the government will give them loans but rather, we will talk with other stakeholders like commercial banks to do that on our behalf,” he said.
Another issue Dr Kigoda said he would look into the best ways with which Tanzanians would benefit by joining certain regional economic blocs.
“By that I mean, we need to reassess our taxation system as compared to those of regional markets and see how we can benefit… otherwise we could end up being the dumping ground of all sorts of imported goods,” he lamented.

Wafanyakazi TANESCO wataja mafisadi

WAFANYAKAZI wa Shirika la Ugavi wa Umeme nchini (TANESCO) wameibua hujuma zinazofanywa na baadhi ya wafanyakazi wa shirika hilo wasio waaminifu na kukabidhi majina hayo kwa Waziri wa Nishati na Madini, Profesa Sospeter Muhongo.
Wafanyakazi hao walifikia hatua hiyo jana katika mkutano wao na waziri huyo alipotembelea shirika hilo kwa mara ya kwanza tangu alipoteuliwa kushika wadhifa huo.
Baada ya kuibua madai hayo na kupitishwa na makaratasi, wafanyakazi hao waliandika majina ya mafisadi hao na kumkabidhi waziri ambaye aliondoka nayo na kuahidi kuyafanyia kazi.
Katika mkutano huo, baada ya wafanyakazi hao kuibua madai hayo na kudai kuwa wanawafahamu watu hao kwa majina, Katibu Mkuu wa wizara hiyo, Eliakimu Maswi, aliwataka wawataje kwa majina watu hao, ili waweze kushughulikiwa.
Maswi alisema haiwezekani miaka 50 ya Uhuru bado nchi inakabiliwa na tatizo la umeme na wananchi wanaendelea kulalamika, hivyo ni wakati wa kuwashughulikia wale wote ambao ni wazembe na wala rushwa ambao wanarudisha nyuma maendeleo ya shirika hilo.
“Mkiona ni vigumu kusema hadharani andikeni muweke kwenye boksi ili waziri aondoke nayo. Wajibu wangu ni kutekeleza majukumu yangu, sitamwonea mtu yeyote aibu,” alisema katibu mkuu huyo.
Aliwatahadharisha watumishi hao kuwa na uhakika na ushahidi kwa majina watakayoandika, ili hatua ziweze kuchukuliwa kwa walengwa.
Katibu mkuu huyo alisema hataki kuona mgawo wa umeme ukiendelea nchini na kuongeza kuwa baadhi wa watumishi hawana nidhamu wala heshima kwa kuwa miongoni mwao kuna vishoka.
“Wezi wa mafuta ya transfoma mnao humu na mnawajua. Uhujumu hauwezi kuwa wizarani tu, hata hapa upo,” alisema.
Katibu mkuu huyo alitoa agizo hilo, baada ya Mwenyekiti wa Kamati ya Majadiliano wa TANESCO, Abdul Mkama, kueleza kuna watu wachache wanaoharibu taswira ya shirika hilo ambao wanawajua kwa majina na wapo tayari kuwataja.
Mkama alikiri mbele ya watendaji wakuu wizarani kuwa, kwa makusudi wanaamini viongozi wa shirika hilo, wana nia ya kuliua ili wawaweke wawekezaji wa kufua umeme.
“Uwezo tunao lakini biashara na siasa haviendi pamoja ni sawasawa na kupenga kamasi huku unataka kupiga mluzi,” alisema Mkama.
Naye mfanyakazi Kamuri Malangwa wa Kituo cha Ufuaji Umeme megawati 100, alisema wawekezaji wanathaminiwa zaidi na serikali kuliko TANESCO kwa kuwa katika kutumia gesi, TANESCO inakuwa ya mwisho kuipata hadi Kampuni ya Symbion ipate ya kutosha na wengine.
“Mara nyingi tunaambiwa tuzime mitambo gesi haitoshi, ili wenye gesi wauze kwa makampuni mengine, matokeo yake kituo hiki kila siku kinatengeneza chini ya kiwango cha ufuaji wa umeme. Inafikia mahala sisi wenyewe tunavutana mashati, ili wengine watengeneze pesa,” alisema.
Alisema hivi sasa shirika hilo limekuwa machinga wa umeme, pamoja na kuwakaribisha wawekezaji, linanunua umeme senti 27 na kuuza kwa senti 11, lakini wengine wananufaika kwa kuwa wao ndio wanajua kutengeneza fedha.
Alisema kutokana na hali hiyo kituo hicho kitafungwa muda si mrefu kwa kuwa hakuna fedha za kukarabati injini.
Naye Raison Mwambage, alisema IPTL imelalamikiwa kwa mikataba mibovu, mawaziri mbalimbali wameshapita katika wizara husika bila kurekebisha tatizo hilo.
Akizungumza katika mkutano huo, Waziri Muhongo alisema hivi sasa ni wakati wa vitendo, si wakati wa kusikiliza hotuba, risala wala sera kwa kuwa vimekuwa vikitolewa siku zote, lakini hakuna mabadiliko.
Waziri huyo alikiri wananchi kukabiliwa na maisha magumu baada ya kuletwa mitambo ya kuzalisha umeme, kwani dunia ni ya ushindani na hivyo anafahamu kuna watu wanaotengeneza fedha ambao wanakwamisha masuala ya umeme yasisonge mbele.
Waziri huyo alikiri kuwa mikataba mibovu huiyumbisha nchi na kwamba kinachofanyika sasa ni kuipitia na kuhakikisha mikataba mingine haitakuwa na tatizo.
Alisema mikataba yote itakayosainiwa sasa itakuwa ni ya wazi, na kusema kuwa hatasaini mikataba mibovu.
Alisema tatizo la umeme nchini linatokana na kutegemea chanzo kimoja cha maji na kusema kuwa ili TANESCO iendelee alishauri vyanzo vitakuwa makaa ya mawe, gesi asilia, umeme wa maji, jua, upepo na ule unaotoka ardhini.
Kwa upande wake, Naibu Waziri anayeshughulikia Nishati, George Simbachawene alisema atatumia akili, uwezo na ujuzi alionao, ili nchi itoke kwenye tatizo hilo.
Naye Naibu Waziri anayeshughulikia Madini, Stephen Masele, alisema hawatasita kuwaondoa wote watakaokwamisha safari hiyo kwa kuwachukulia hatua.

Dawa kudhibiti VVU yaanza kutumika rasmi
MAMLAKA ya Chakula na Dawa ya Marekani (FDA), imeidhinisha dawa ya Truvada kuwa tiba ya kuzuia kuenea kwa Virusi Vya Ukimwi (VVU).Dawa hiyo ambayo awali ilikuwa katika kundi la zile zinazotumiwa kwa ajili ya Kupunguza Makali ya VVU (ARV), imepandishwa chati wakati ambapo tayari ipo sokoni ikiuzwa kama moja ya ARV za kawaida.
Kwa mujibu wa maelezo ya FDA, mwathirika anayetumia dawa hiyo anaweza kujamiiana na mwenza wake ambaye hana VVU bila kutumia kondomu na hatomuambikiza.
Matokeo ya utafiti huo yaliwahi kuchapishwa kwenye gazeti hili toleo la Februari 12, mwaka huu na sasa kilichofanyika ni FDA kuidhinisha Truvada ambayo ilionyesha kufanya kazi vizuri ikilinganishwa na ARV nyingine.

Jopo la wanasayansi 22 wa FDA waliokutana Jijini Washington wiki iliyopita, walipitisha Truvada baada ya kupitia ripoti ya utafiti kuhusiana na ufanyaji kazi wa dawa za ARV.
Wanasayansi hao waliisifu dawa hiyo baada ya kuonekana kufanya kazi vizuri kwa watu waliopo kwenye hatari ya kuambukizana VVU kwa kasi zaidi.
Kwa namna dawa hiyo inavyofanya kazi, mwathirika akiitumia hawezi tena kumwambukiza mtu mwingine ambaye atashiriki naye tendo la ndoa bila kutumia kondomu.
Lakini, dawa hiyo masharti yake hayatofautiani na yale ya ARV kwani mtumiaji atapaswa kuitumia maisha yake yote ili kumwekea kinga asiwaambukize wengine na yeye aishi muda mrefu.
Kulingana na ripoti ya utafiti uliofanyika Marekani, dawa hiyo ina uwezo wa kuzuia maambukizi ya VVU hadi asilimia 90.Hata hivyo, kwa watu ambao wamekuwa wakitumia dawa holela hasa za ARV, hali imekuwa tofauti kwani Truvada imeonekana ikifanya kazi kwa kiwango cha asilimia 44 tu.
"Hii ni ishara kwamba kuna kundi la watu ambao dawa hiyo haitafanya kazi kikamilifu kutokana na mazingira ya matumizi ya dawa holela,"ilisema sehemu ya ripoti.
Hata hivyo, wanasayansi wanasema tatizo hilo linafanyiwa uchunguzi ili kupata njia bora ya kukabiliana na tatizo hilo.
Faida ya Truvada
Wataalamu wameeleza kwamba itasaidia watu ambao wana VVU lakini, hawapendi kufanya tendo la ndoa kwa kutumia kondomu."Leo ni siku ya tukio la kuwasisimua wengi katika kuzuia maambukizi ya HIV,” alisema mmoja wa wataalamu kutoka Taasisi ya kujitolea kusaidia jamii ya Fenway, Dk Kenneth Mayer ambaye alikuwa miongoni mwa wajumbe wa FDA walioipitisha dawa hiyo.
"Ingawa (Truvada) haikuweza kuonyesha uwezo wa asilimia 100 kuzuia maambukizi ya VVU, namna inavyofanya kazi itakuwa na matokeo mazuri ya kupambana na Ukimwi duniani,” alisema Dk Mayer.
Tahadhari
Hata hivyo, wataalamu hao walihimiza kuwepo kwa uchunguzi zaidi wa kitafiti ili kujua kama Truvada itafanya kazi vizuri duniani kote.Mtaalamu wa Dawa kutoka Taasisi ya Taifa ya Saratani nchini Marekani (NCI), Dk Lauren Wood alilalamika akisema kuwa utafiti huo haukuzingatia matatizo ya figo.
Alisema matatizo ya figo yamekuwa yakijitokeza kwa waathirika wengi wa Ukimwi hasa barani Afrika."Mimi sikufurahishwa sana kwa sababu utafiti huu haukuzingatia maeneo ambayo watu wengi wako kwenye hatari ya maambukizi,” alisema Dk Wood.
Lakini, alisema utafiti uliofanyika nchini Marekani umeonyesha wazi kwamba ni dawa inayoweza kupunguza kwa kiwango kikubwa kasi ya kusambaa kwa VVU.
Wataalamu kadha nao walisema pamoja na Truvada kupitishwa na FDA, ni lazima maelezo ya kitaalamu yatolewe kwa madaktari ili wawe na uelewa wa kutosha kuhusu matumizi yake.
Mabingwa hao walipendekeza kwamba, wanaotumia kabla ya kuruhusiwa kutembea na wenzi wao bila kondomu lazima wachunguzwe kitaalamu ili wajulikane kama dawa iyo imewakubali au la.
Mwanasayansi kutoka Chuo Kikuu cha Afya cha Cincinnati, Dk Judith Feinberg alikosoa ripoti ya uchunguzi akisema ilipaswa kwenda mbali zaidi katika kuchunguza madhara yanayoweza kujitokeza kwenye matumizi ya dawa hiyo.“Tusipokuwa makini katika hilo, tunaweza tukawa tumepitisha jambo ambalo litasababisha madhara zaidi kuliko faida,” alionya Dk Feinberg.
Utafiti wa ARV
Wanasayansi kutoka Chuo Kikuu cha Johns Hopkins ni miongoni mwa wale ambao walifanya uchunguzi juu ya ARV, kuwa moja ya dawa zinazopunguza maambukizi ya VVU.
Watafiti hao walibainisha kuwa wale wanaotumia ARV baada ya muda fulani, huweza kushiriki tendo la ndoa bila ya kutumia kondomu na mtu ambaye hana VVU na asimwambukize kwa asilimia 95.
Mkuu wa Mtandao wa Maabara za Kuchunguza VVU katika chuo hicho, Profesa Susan Eshleman alisema kwenye ripoti ya ugunduzi huo, wamebaini dawa za kurefusha maisha kwa waathirika wa HIV, sasa zinaweza kutumika kama sehemu ya kuzuia maambukizi.
Profesa Eshleman alisema kwamba, mwathirika wa VVU anayetumia ARV kikamilifu, anaweza kujamiiana na mtu ambaye hana virusi bila kondomu na asimwambukize.
“Huu ni ugunduzi wa kustajabisha,” alisema Profesa Eshleman akifafanua: “Matokeo haya yameleta mapambazuko mapya katika sayansi ya kuzuia maambukizi na inawaweka watafiti kwenye mazingira mazuri zaidi ya kupata suluhisho la kukabiliana na maradhi haya.”
Walivyogundua
Profesa Eshleman anasema utafiti huo walioupa jina la HPTN 052, walifanya kupitia maeneo mbalimbali ya dunia.
Kwenye ripoti hiyo ambayo pia ilichapishwa kwenye jarida maarufu la kisayansi linaloitwa Science, watafiti hao walisema mtu anapotumia ARV, hufikia wakati fulani wingi wa virusi mwilini hupotea kiasi kwamba anakuwa karibu sawa na yule ambaye hajaambukizwa.
“Jambo la msingi katika utafiti huu ni kwamba dawa hizi za kurefusha maisha zinapotumiwa kikamilifu, hupunguza mzigo wa virusi mwilini kwa zaidi ya mara 200. Ni sawa na kusema inapunguza hadi kufikia karibu na sifuri,” inaeleza ripoti hiyo.
Ni katika mazingira hayo, ripoti hiyo inasema kuwa damu ya mwathirika inakuwa haina virusi na hivyo uwezekano wa kumuambukiza mpenzi wake unakuwa haupo.
Ripoti hiyo inaeleza kuwa ARV inafanya kazi mbili, kwanza kurefusha maisha ya mwathirika kwa kupunguza virusi mwilini na pili ni kumkinga asiambukize wengine.Sifa nyingine ya ARV, alisema ni kupunguza uwezekano wa waathirika kupata ugonjwa wa Kifua Kikuu (TB) kutokana na kiwango cha kinga za mwili kuongezeka.
Kwa mujibu wa maelezo ya FDA, mwathirika anayetumia dawa hiyo anaweza kujamiiana na mwenza wake ambaye hana VVU bila kutumia kondomu na hatomuambikiza.
Matokeo ya utafiti huo yaliwahi kuchapishwa kwenye gazeti hili toleo la Februari 12, mwaka huu na sasa kilichofanyika ni FDA kuidhinisha Truvada ambayo ilionyesha kufanya kazi vizuri ikilinganishwa na ARV nyingine.
Uidhinishaji wa dawa

Mabingwa hao walipendekeza kwamba, wanaotumia kabla ya kuruhusiwa kutembea na wenzi wao bila kondomu lazima wachunguzwe kitaalamu ili wajulikane kama dawa iyo imewakubali au la.

Walivyogundua
Profesa Eshleman anasema utafiti huo walioupa jina la HPTN 052, walifanya kupitia maeneo mbalimbali ya dunia.
Kwenye ripoti hiyo ambayo pia ilichapishwa kwenye jarida maarufu la kisayansi linaloitwa Science, watafiti hao walisema mtu anapotumia ARV, hufikia wakati fulani wingi wa virusi mwilini hupotea kiasi kwamba anakuwa karibu sawa na yule ambaye hajaambukizwa.

CCM sasa yabariki mgombea binafsi
HALMASHAURI Kuu ya Taifa (Nec) ya CCM imebariki rasmi kuwapo kwa mjadala wa mgombea binafsi katika mchakato wa kuandikwa Katiba mpya, ikiwa ni siku chache baada ya chama hicho tawala kuwataka wanachama wake kujiandaa kisaikolojia kukabaliana na wagombea hao katika Uchaguzi Mkuu wa 2015.
Uamuzi huo ni moja ya mambo yaliyoamuliwa katika kikao cha Nec, kilichomalizika juzi mjini Dodoma chini ya Mwenyekiti wake, Rais Jakaya Kikwete.
Kwa muda mrefu, kumekuwa na shinikizo kutoka kwa watu wa kada mbalimbali, wakiwamo wanaharakati na wanasheria wanaotaka kuruhusiwa kwa kwa mgombea binafsi jambo ambalo pia liliwahi kupigiwa debe na Baba wa Taifa, Mwalimu Julius Nyerere mwaka 1995.
Jana, akizungumza na waandishi wa habari jijini Dar es Salaam kuhusu maazimio ya kikao hicho cha Nec, Katibu wa Itikadi na Uenezi wa Halmashauri Kuu ya CCM, Nape Nnauye alisema, “ Hatuna tatizo na suala la mgombea binafsi, jambo hili linajadilika, ni mambo ambayo Nec imeona kuwa yanahitaji mjadala mpana zaidi.”
Alisema mbali na kuwa suala hilo linajadilika, pia mchakato wa kuandika Katiba mpya unawashikirisha wananchi wote hivyo ni vyema mwafaka ukapatikana kutokana na mjadala wa wananchi wote.
Nape alisema mawazo hayo ya CCM watayawasilisha kama maoni kwenye Tume ya Kuratibu maoni ya Katiba iliyoanza kazi Mei mosi mwaka huu.
Alisema mambo mengine ambayo Nec imependekeza yajadiliwe ni pamoja na kero za Muungano wa Tanganyika na Zanzibar, utaratibu wa uchaguzi wa Jamhuri ya Muungano, madaraka ya rais, uteuzi wa mawaziri na waziri mkuu na uteuzi wa Tume ya uchaguzi.
Mengine ni muundo wa Bunge na Baraza la Wawakilishi, kuhoji mahakamani matokeo ya uchaguzi wa Rais, uwepo wa Baraza la pili la Kutunga Sheria, ukomo wa idadi ya wabunge, mfumo wa Mahakama na nafasi ya Rais wa Zanzibar katika uongozi wa Jamhuri ya Muungano.
“Awali, Rais wa Zanzibar ndiye alikuwa Makamu wa Rais lakini mfumo huo uliondolewa na sasa Rais wa Zanzibar ni mjumbe wa Baraza la Mawaziri,” alisema Nape.
Yabaki yalivyo
Alisema yale ambayo yalijadiliwa na kuonekana kuwa yabaki au yaingie katika Katiba mpya kama yalivyo, ni pamoja na kuwepo kwa Jamhuri ya Muungano wa Tanzania, kubaki kwa muundo wa Serikali mbili, kuendeleza mihimili mitatu ya dola na kuwepo kwa Serikali ya Mapinduzi Zanzibar (SMZ).
Mambo mengine ni kuendeleza umoja wa kitaifa, kufanyika uchaguzi mara kwa mara katika vipindi maalumu kwa kuzingatia haki ya kupiga kura, kuendeleza haki za binadamu, dola kutokuwa na dini na Serikali kuwa mmiliki wa rasilimali kuu za nchi.
Katika orodha hiyo pia Nape alitaja mengine kuwa ni kusimamia maadili ya viongozi ikiwa ni pamoja na kuipa nguvu ya kikatiba Tume ya Maadili ya Viongozi, kuimarisha madaraka ya umma, kuhamasisha sera ya misingi ya kujitegemea, kusimamia usawa wa jinsia na haki za wanawake, watoto na makundi mengine, kusimamia hifadhi ya mazingira na Rais kuendelea kuwa mtendaji.
CCM ipo imara
Katika hatua nyingine, Nape alisema CCM ni chama imara na kwamba wanaosema kinakimbiwa na wanachama wake wanatakiwa kufanya utafiti kwanza.
“Ukitizama kwa undani utaona kuwa viongozi waliokimbia ni sita tu na hata hao wanachama 5,000 mara 10,000 tunaosikia katika vyombo vya habari kuwa wamekihama CCM, ukifuatilia utaona si kweli,” alisema Nape.
Alifafanua kwamba, wingi wa watu katika mikutano mbalimbali ya vyama vya wapinzani haina maana kuwa watu hao ndio watamchagua mgombea wa chama husika.
Nape alimtolea mfano aliyekuwa Mwenyekiti wa NCCR-Mageuzi, Augustino Mrema kwamba katika Uchaguzi Mkuu wa mwaka 1995, mikutano yake ilijaa watu wengi, lakini kura alizopata hazikumwezesha kushinda kiti cha Urais.
Historia ya mgombea binafsi
Moto wa kuwapo kwa mgombea binafsi katika uchaguzi wa kisiasa uliwashwa na Mchungaji Christopher Mtikila alipofungua kesi ya Kikatiba katika Mahakama Kuu Kanda ya Dodoma mwaka 1993, akiiomba Mahakama iruhusu kuwapo kwa mgombea binafsi.
Katika hukumu iliyotolewa Oktoba 24, 1994 na Jaji Kahwa Rugakingira, Mtikila aliibuka mshindi.
Hata hivyo, Serikali ilikataka rufaa Mahakama ya Rufani lakini wakati rufaa hiyo ikisubiri kusikilizwa, ilipeleka muswada bungeni ambapo ilifanya marekebisho ya kikatiba na kuweka ibara inayotamka kuwa kila mgombea ni lazima awe amependekezwa na chama cha siasa.
Lakini, Februari 17 mwaka 2005, Mtikila alifungua kesi nyingine Mahakama Kuu Kanda ya Dar es Salaam, akipinga marekebisho hayo ya Katiba ya mwaka 1994. Katika kesi hiyo alikuwa akiiomba Mahakama hiyo pamoja na mambo mengine iamuru kuwepo kwa mgombe binafsi.
Katika hukumu iliyotolewa Mei 5 mwaka 2006, Mtikila aliibuka mshindi kwa mara nyingine tena baada ya Mahakama Kuu Dar es Salaam kukubaliana na hoja na maombi yake ya kuwepo kwa mgombea binafsi.
Hukumu hiyo ilitolewa na na jopo la majaji watatu wa Mahakama hiyo, likiongozwa na aliyekuwa Jaji Kiongozi, Amir Manento pamoja na Salum Massati (Jaji Kiongozi Mstaafu pia na Jaji wa Mahakama ya Rufani kwa sasa) na Jaji mstaafu, Thomas Mihayo.
Lakini, Serikali ilikata rufaa tena Mahakama ya Rufani, ikipinga uamuzi huo wa Mahakama Kuu Dar es Salaam na safari hii hukumu hiyo ilisikilizwa na jopo la Majaji Saba wa Mahakama ya Rufani Aprili 8, 2010.
Katika hukumu yake ya Juni 16,2010, jopo la majaji hao saba wakiongozwa na aliyekuwa Jaji Mkuu, Augustino Ramadhan, lilitupilia mbali hoja ya Mtikila.
Jopo hilo lilimhusisha pia majaji Eusebio Munuo, Januari Msofe, Benard Luanda, Mbarouk Mbarouk, Nathalia Kimaro na Sauda Mjasiri
