Ex-spy chief backs Chadema protests
Dar es Salaam. Former Intelligence chief Hassy Kitine yesterday came out in support of the opposition Chadema’s stance on various issues. He told journalists in Dar es Salaam that demonstrations organised by Chadema across the country in protest at the spiralling cost of living and the party’s demand for the scrapping of sitting allowances were pertinent issues which the country’s leadership should take seriously. Dr Kitine is the first prominent CCM cadre to have publicly supported Chadema’s cause, which has in recent months been roundly criticised by the ruling party and some opposition parties. He said it was a fact that the high cost of living was a heavy burden on Tanzanians, adding that something should urgently be done to address the situation. Dr Kitine, a former Cabinet minister and MP, said whatever Chadema was doing to draw attention to such issues deserved support, and added that the opposition party should not be demonised for practising its democratic rights. He made the remarks when journalists sought his comments on various national issues at the end of a meeting organised by Faidika, a microfinance institution in which he is a director. Dr Kitine said he had also been closely following the debate on whether or not MPs and other holders of public office deserved sitting allowances.“What Chadema is doing is healthy for our democracy because everyone is entitled to their own opinion, but the views should be constructive…they should not be aimed at destroying the country.” Dr Kitine warned that the widening gulf between the rich and poor was “very dangerous”, saying it posed a serious threat to peace and stability in Tanzania. He said the country could not expect to remain peaceful forever when a few individuals controlled 99 per cent of the economy. Dr Kitine said he was only trying to speak the “truth”, although he was aware that his comments would not go down well in some quarters.“I, like other Tanzanians, am giving my views on various national issues, but I know that some people are not happy with my comments. But even if I don’t say what I am saying, other people will say it.” On the Chadema demonstrations, Dr Kitine said what the opposition party was doing was a challenge to the government and other political parties. “What we need to look at is what they (Chadema) are advocating in their demonstrations. If you talk of life having become unbearably tough, that’s reality because many people are feeling the pinch...I support the demonstrations although I’m a CCM member,” he said. Comparing the reign of retired President Benjamin Mkapa and President Jakaya Kikwete’s Fourth Phase government, Dr Kitine said he had not noticed any major difference between the two phases. He said, however, that things had gone from bad to worse after principles enshrined in the Arusha Declaration were abandoned, adding that people were now freely buying their way into elective office. “In the past, when I was appointed Director of Intelligence by Mwalimu Nyerere and later a minister before I became an MP, the sole motive for seeking leadership was to serve the people,” he said. Dr Kitine said the political landscape had changed dramatically since the Arusha Declaration was shunted aside. It was very difficult in the past for people who had amassed wealthy and failed to explain its source to be allowed to seek elective office, he said. In a swift response, CCM Publicity Secretary Nape Nnauye told The Citizen that there was nothing wrong with convincing people to fight for their rights, adding that the issue was how this was done. “Even CCM has been doing a lot to raise people’s awareness and sensitise them on their rights. Take for instance the decision to construct a secondary school in every ward across the country…this aims at increasing people’s awareness by giving them education,” he said when he toured Mwananchi Communications Limited head office in Dar es Salaam. “The difference is that while we (CCM) are empowering the people by educating them, Chadema stops people from engaging in economic activities by holding demonstrations daily and deceiving them that this is a shortcut to State House,” he said. |
ISAF: Haqqani network leader suspected in Kabul hotel attack killed
Kabul, Afghanistan (CNN) -- A top Haqqani network leader suspected of providing support for Tuesday's deadly attack at a Kabul hotel was killed in an airstrike in southeast Afghanistan, the International Security Assistance Force said Thursday.
Ismail Jan, who is the deputy to the senior Haqqani commander, and several fighters were killed in a precision airstrike Wednesday in Paktiya province. Jan was an insurgent leader in the Khost-Gardez Pass area, along the Afghanistan-Pakistan border, the international coalition said.
Afghan government officials blamed the al Qaeda-linked militant group for the siege on the Kabul Hotel Inter-Continental that left 12 victims and all nine attackers dead.
The level of violence in the country was signficantly higher in the past three months than it was in the same period last year, the United Nations said Thursday.
There were 17 suicide attacks in April 2011, more than in any single month last year, the world body said.
Kandahar suffered the most, with most of the incidents in the quarter taking place in the city or nearby.
Nearly 3,000 Afghan civilians were killed or wounded, 80% of them as a result of "anti-government elements." The attackers who struck the Hotel Inter-Contintental were with the Haqqani network, said the Afghan interior ministry. The group of terrorists loyal to the warlord Siraq Haqqani is based in Pakistan.
They entered the hotel late Tuesday night by avoiding the main entrance and attacking a smaller one on the other side of the hotel that was guarded by two Afghan police, said Falak Merzahi, a spokesman for the interior ministry. The attackers killed the two officers and stormed the hotel, Merzahi said.
Six of the attackers ended up detonating their explosives; three were shot and killed on the roof of the hotel, Afghan officials said.
Although a NATO helicopter carrying International Security Assistance Force snipers flew to the scene and fired at the attackers, Merzahi said it was Afghan army soldiers who ultimately killed the three gunmen on the roof.
ISAF said its forces stopped firing on the roof when Afghan soldiers arrived. The 12 others killed are two police officers, nine Afghans and one foreigner, Merzahi said. Afghan President Hamid Karzai said the attack will not interrupt the planned handover of power from international forces to Afghan troops.
President Barack Obama has said U.S. troops will start withdrawing from Afghanistan in July, and that a military handover should be completed in 2014.
Honeymooning Turtles Block Runway At JFK
Flights have been held up at John F Kennedy International Airport in New York by a procession of turtles crossing the runway.
Several pilots began reporting diamondback terrapins on Runway 4L just as the morning rush hour was beginning at JFK, according to a radio recording posted on LiveATC.net.
"Be advised 30ft into the takeoff roll, left side of the centre line, there's another turtle," called the pilot of American Airlines Flight 1009.
We built on the area where they were nesting for generations, so we feel incumbent to help them along the way.
Spokesman for the Port Authority of New York and New Jersey
"There's another one on the runway?" asked the controller."Uh, well he was there," the pilot said as the big airliner climbed into the air.
American 663, a Boeing 737 headed to Fort Lauderdale, found its way to runway 4L blocked by three of the roving reptiles.
Airport staff helped clear the creatures, giving them a ride via pickup truck to their beaches.
"We are trying to help wildlife out a bit here," said Ron Marsico, a spokesman for the Port Authority of New York and New Jersey.
"We built on the area where they were nesting for generations, so we feel incumbent to help them along the way."
The turtles were taken to beaches by airport staff
Seventy-eight turtles emerged one day in 2009, according to Mr Marsico.

Amid budget impasse, Obama holds news conference
'Call me naive, but my expectation is that leaders are going to lead'
WASHINGTON — President Barack Obama held a news conference late Wednesday morning, his first formal question-and-answer session since high-stakes debt and budget negotiations began.
Obama opened with comments about spurring the economy and job growth, touching on the deficit talks that have occupied Vice President Joe Biden and congressional leaders over the past several weeks.
"There are steps we can take right now that will help businesses create new jobs here in America," said Obama.
"We're going to need to look at the whole budget," said the president. "And eliminate waste wherever we find it."
Obama continued, "I spent the last two years cutting taxes for ordinary Americans ... it would be nice if we could keep every tax break there is, but we have to make some tough choices to cut our deficit."
"If you are a wealthy CEO ... your taxes are lower than they've ever been," said Obama. He said that if tax cuts for that demographic were changed, "You can still afford to ride on your private jet, you're just going to have to pay a little more."
"The good news is, because of the work that's been done, I think we can actually bridge our differences," said Obama. He said that the White House will continue discussions with lawmakers for "as long as it takes."
Mbunge aibua Deci bungeni

Hawara amuua mwenye mume

Kabul Hotel Attacked By Suicide Bombers
Nato helicopters killed three Taliban insurgents on the roof of an international hotel in Kabul after an attack by suicide bombers and gunmen that left 10 civilians dead.
Coalition spokesman Major Tim James said: "Two International Security Assistance Force (ISAF) helicopters...engaged three individuals on the roof.
"The indications are that the three individuals on the roof have been killed."
The hotel is seen in the dark with tracer fire during the siege
Kabul police chief, General Mohammad Ayub Salangi, said 10 Afghan civilians - mostly hotel workers - died in the assault launched by up to eight suicide attackers.
One of the militants, who was reportedly injured in the clash, later blew himself up in a hotel room.
Police fought back with machine guns and rocket-propelled grenades during the night-time raid.
The US State department has issued a statement confirming "all Chief of Mission personnel are accounted for".

Foreign Secretary William Hague condemned the attack "in the strongest terms" and said it "should not shake our joint resolve to build a safer Afghanistan".
He added: "Acts of terrorism such as this not only show contempt for human life but also seek to undermine public confidence in the progress that has been made in Afghanistan."
Taliban spokesman Zabiullah Mujahid has claimed responsibility for the attack.

Times correspondent Jerome Starkey, who is near the hotel, told Sky News he heard short bursts of gunfire, but fighting appeared to have died down by 10pm UK time.
Several reports said wedding guests who were celebrating in the building at the time managed to flee the attack.
Local and provincial politicians, gathered for the security conference, were trapped inside but were not hurt.
Nazar Ali Wahedi, chief of intelligence for Helmand province in the south, called the assailants "the enemy of stability and peace".
Security around the hotel has been stepped up
"Our room was hit by several bullets," Mr Wahedi said. "We spent the whole night in our room."
Streets leading to the hotel were blocked and the building was left in darkness after power in the area was cut.
Police ordered bystanders to lay on the ground for safety as bursts of gunfire were heard.
Initial reports suggested as many six suicide bombers had entered the building, while police said at least four bombers were involved.

A manager at ToloNews TV station in Afghanistan said on Twitter militants had shown "tough resistance" to security forces in a firefight.
Jawid, a guest at the hotel, said he jumped out of a one-storey window to flee the shooting.
He told reporters: "I was running with my family. There was shooting. The restaurant was full with guests."
Bette Dam, a journalist in Kabul, told Sky News she had heard loud explosions.
She said rocket-propelled grenades appeared to have been launched from the roof of the hotel towards the house of Afghanistan's first vice-president.

The US-led military coalition said the Afghan Ministry of Interior had not requested any assistance from foreign forces. The venue is one of two hotels popular with westerners visiting Afghanistan's capital. It was busy with foreign journalists after the war in the country began in 2001. The hotel, which stands on a hill overlooking the city, is heavily guarded with "airport-style" security and checkpoints.
Attacks in Kabul have been relatively rare in recent times, although violence has increased since the killing of al Qaeda chief Osama bin Laden in early May.

Somali PM quits after lengthy talks
Somalia Prime Minister Mohamed Abdullahi Mohamed resigned yesterday after protracted talks over his future.Speaking at a news conference in the presence of President Sharif Sheikh Ahmed at State House in Mogadishu, Mr Mohamed said he had resigned in line with the Kampala Accord, which was signed on June 9 by Mr Ahmed and the Speaker of the Somali parliament, Mr Sharif Hassan Sheikh Aden. Under the accord signed after talks hosted by Ugandan President Yoweri Museveni and facilitated by the UN Secretary-General’s Special Envoy to Somalia, Dr Augustine Mahiga, Mr Mohamed was required to resign within 30 days.Yesterday’s announcement paves the way for the formation of a new government. President Mohamed appointed Deputy Prime Minister Abdiweli Mohamed Ali as the caretaker Prime Minister. Mr Mohamed resigned after marathon 48-hour talks at State House after previously vowing not to step down despite the Kampala agreement. He said demonstrations in Mogadishu opposing his imminent departure showed that the Somali people still wanted him to serve them. “I’m going nowhere. I am still the prime minister of Somalia. The people want me to remain in this position, and I have listened to them,” he said. Somalis continued staging demonstrations in the US, Europe and parts of Africa, especially in Kenya and Uganda, supporting Mr Mohamed’s stance against the Kampala Accord. A high-powered military delegation from Uganda has been in Mogadishu for two days. Uganda’s Chief of Defence Forces, General Aronda Nyakairima, has had meetings with Mr Mohamed, among other senior government officials. Gen Nyakairima is believed to have delivered a tough message to Mr Mohamed regarding his defiance of the Kampala Accord. Uganda and Burundi have contributed 10,000 peacekeepers to the African Union Mission in Somalia (Amisom), guarding vital facilities in Mogadishu and helping the pro-government forces to fight al Shabaab militants, who are seeking to take control of the country. |
Syrian general: Hundreds of soldiers, police killed by armed gangs
Damascus, Syria (CNN) -- Syria's military spokesman says more than 400 members of security forces have been killed in the months-long unrest that has taken hold in the country, a charge that came as videos surfaced allegedly showing children killed in the violence.
In an interview with CNN in Damascus, Maj. Gen. Riad Haddad said that 1,300 security personnel also were wounded, and that 300 soldiers, 60 security officials and 50 police died in the violence.
He also has said 700 people, whom he described as terrorists, and their families had fled Syrian authorities for Turkey.
Haddad offered no details about the killings of the security forces other than to blame the deaths on armed gangs. CNN cannot independently verify the claim.
President Bashar al-Assad has faced growing criticism from leaders in the United States, Europe and elsewhere over his government's violent clampdown on demonstrators. Al-Assad has repeatedly blamed "armed gangs" in explaining its military crackdowns, which have pushed thousands of Syrians to flee to Turkey.

Enough of empty talk on electricity, say MPs
The time for promises, explanations and excuses for the longstanding power problems is over, MPs told the government yesterday. Speaking during a seminar for MPs organised by the Energy and Minerals ministry, parliamentarians said the government should immediately accord the crisis the urgency it deserves.
They made this observation even as Energy minister William Ngeleja promised that electricity rationing would ease this week when Independent Power Tanzania Limited (IPTL) starts supplying an additional 90MW into the national grid.
IPTL currently generates about 10MW of its installed capacity of 100MW, but Mr Ngeleja told journalists the Treasury had released funds for the purchase of more fuel that would enable the company to operate at full capacity.
Earlier during the seminar on the state of electricity generation, MPs told the government that Tanzanians were fed up with “explanations, excuses, theories, promises and grandiose plans”, adding that what they wanted was reliable power supply.
“We’re not interested in your PowerPoint presentations or grand-sounding plans. What we want is electricity and we want it now! Your expertise or your education is useless to us if you cannot find ways to solve the power problems once and for all,” Mr George Simbachawene (Kibakwe-CCM) told experts from Tanzania Electric Supply Company Limited (Tanesco), who made presentations during the seminar.
Mr Simbachawene accused Mr Ngeleja of having done nothing to improve power generation since he was given the energy portfolio three years ago.
Briefing reporters earlier, Mr Ngeleja could not state by how many hours rationing would be reduced, or even say when IPTL would switch on the rest of its generators. He said Tanesco would issue more information any time from today.
“What I can tell you is that by August, this year, we expect to increase power production through Symbion from the current 80MW to 112.5 MW, and from Aggreko we expect to get 100MW. This will reduce the shortage that has necessitated rationing,” Mr Ngeleja said.
As usual, the minister mentioned some of the government’s plans to eaddress the crisis in the next few months, saying a 100MW gas plant and 60MW heavy furnace oil generators would be commissioned in Dar es Salaam and Mwanza, respectively, before the end of the year, taking the total addition of power to the national grid between now and December to 192.5MW.
However, Tanesco managing director William Mhando said rationing might continue until 2014/15 when power generation would be enough to end load shedding.
“We can only avoid rationing when there is a generation surplus of 15 per cent of installed capacity. We call this the reserve margin or reserve spin margin. We will reach this in the 2014/15 financial year,” he said.
On the state of hydropower generation, Mr Ngeleja told reporters that the water level at the Mtera dam had reached 690.87 metres above sea level by Saturday. The level is expected to have dropped to the minimum of 690 metres by August, and this will force the shutdown of the Mtera and Kidatu stations, which currently produce 33MW and 40MW, respectively.
“We can only continue generating at these two stations at 688 metres if the government permits us as it did in 2008,” Mr Mhando told MPs.
He added that Tanesco was in talks with the Energy and Water Utilities Regulatory Authority (Ewura) to find ways to increase tariffs, which were “too low to meet power generation and supply costs”.
“We are now buying a unit of electricity for 12 US cents, but we are selling at eight US cents only, and to make matters worse, over 70 per cent of our revenue goes into purchasing electricity from companies that provide us only 30 per cent of the total power supplied,” Mr Mhando said.
Mr David Kafulila (Kigoma South-NCCR-Mageuzi) advised the government to revise power purchase agreements with independent power producers (IPPs) so that Tanesco only pays when it does not buy power generated by the companies. Tanesco currently pays capacity charges even when it buys power from IPPs. Mr Mhando and Mr Ngeleja said the suggestion would be considered.
“We began revising these capacity charges two years ago, and we are now saving about $1 million (Sh1.5 billion) monthly,” Mr Ngeleja said.
Mr Kafulila also advised the government to charge power contribution fees on mobile phone airtime at the rate of Sh27 per minute, adding that this could earn Tanesco Sh3 trillion in five years. Both the ministry and Tanesco accepted the advice.
Mr Augustine Mrema (Vunjo-TLP) wanted to know why the government had agreed to buy electricity generated by Dowans plants that were bought by Symbion, while the same government refused to allow Tanesco to buy the generators.
“We were told that the plants were in a poor condition, that they were second-hand, and so Tanesco could not buy them, but when the Americans came, they bought the same, and we are now being told that they are in a very good condition and will help the country. Why? What is going on here?” Mr Mrema queried.
Mr Ngeleja appealed to MPs to forget the Dowans issue, saying it was “mired in politics”.
“I was the one who proposed the purchase of the plants to the government at $59.7 million, but that is now history. The good thing is that we can now still buy electricity from the same plants,” Mr Ngeleja said.

Fabregas asaini miaka miwili Yanga

Simba yazua makubwa Congo

Nato Admits Missile Killed Tripoli Civilians
Nato has acknowledged that one of its weapons was responsible for a number of civilian deaths in Tripoli.
The military alliance said the errant strike may have been due to "a weapons system failure".
"Nato regrets the loss of innocent civilian lives and takes great care in conducting strikes against a regime determined to use violence against its own citizens," Lieutenant General Charles Bouchard, the commander of alliance operations in Libya, said.
"Although we are still determining the specifics of this event, indications are that a weapons system failure may have caused this incident."
Nato did not disclose which country's aircraft were involved. The Ministry of Defence said RAF warplanes were not operating in the area at the time.
Libyans display children's clothes at the scene of the raid
Sky's Sam Kiley, reporting from Tripoli, said the incident was a huge blow to the alliance, whose mandate for military action is to protect civilians by enforcing a UN Resolution against Colonel Muammar Gaddafi.
Reporters were earlier taken by Libyan government officials to the residential area in the Arada neighbourhood of Tripoli and saw a body pulled out of the rubble of a destroyed building.
Following the blast, deputy foreign minister Khaled Kaim told reporters at the site: "There was intentional and deliberate targeting of the civilian houses.
"This is another sign of the brutality of the West."
There were heaps of rubble and chunks of shattered concrete at the scene of the alleged raid, which a large crowd of what appeared to be local residents were helping to clear.
At a local hospital, reporters were shown three bodies, including a child, which government officials said were people killed in the air strike.
One of the bodies was covered with debris and dust and reporters were also shown a wounded child.
People stand near a destroyed residential building in Souq al Juma
Nato said it had been targeting a military missile site in Tripoli.
The incident occurred just over 24 hours after the Libyan government accused Nato of specifically targeting civilians in its campaign to aid rebels in their war against the regime of Col Gaddafi.
The dictator has recently reiterated his determination not to be pushed from power.
On Sunday, there were reports of rockets hitting a residential area in the rebel-held city of Misratah.
Rebels in the port city claim to have taken heavy casualties after coming under heavy artillery fire from pro-Gaddafi forces on Sunday.
Four rebels were killed and 18 wounded, according to a doctor at a field hospital near the front line in Dafniyah, an area just west of Misratah.
After four months of civil war, the rebels control much of the east of Libya, the area around Misratah and much of the western mountain region stretching to the border with Tunisia.

President names new BOT Deputy Governor
President Jakaya Mrisho Kikwete has appointed Dr Natu El-Maamry Mwamba the new Deputy Governor of the Bank of Tanzania effective this week.
A State House statement released yesterday by State Chief Secretary Philemon Luhanjo said Dr Mwamba takes over from Dr Enos Bukuku, who was appointed Deputy Secretary General of the East African Community (EAC) in April this year.
His term in office commenced on Monday June 13, according to the State House briefing.
Before his appointment, the BoT economist served as a Senior Lecturer at the Department of Economics at the University of Dar es Salaam (UDSM).
South Korea shoots at passenger jet by mistake
- Asiana Airlines aircraft was headed for Seoul's main international airport
SEOUL, South Korea — South Korean marine Corps troops fired at a commercial aircraft flying near the tense sea border with North Korea, misidentifying it as one of the communist North's jet fighters, but no damage occurred, military sources said on Saturday.
A Marine Corps spokesman said two soldiers guarding an island on the waters off the South's western city of Incheon, fired their K-2 rifles for about 10 minutes at around 4 a.m. on Friday.
The plane was later identified as a flight by South Korean carrier Asiana Airlines making its descent to Incheon International Airport, Seoul's main airport. The airport is located about 25 miles south of the inter-Korean border.
A defense ministry source said the plane, an Asiana Airlines jet carrying 119 passengers and crew on a flight from China, was undamaged as it was about 500 to 600 meters out of the range of the hand-held K-2 rifles.
The Yonhap News Agency and other local media said the soldiers believed the plane was flying north of the normal air corridor. Asiana Airlines officials told the news agency the plane never went off course.
"We checked yesterday through the air force and the airport control center to make sure there were no abnormalities such as being off course," Yonhap quoted a company official as saying.
Yonhap and other news reports quoted marine corps officers as saying soldiers will now undergo thorough training on how to identify civil aircraft. Airlines will be asked to ensure their planes do not deviate from set courses.
Syria Violence: '16 Protesters Shot Dead'
Syrian security forces have shot dead at least 16 people during protests demanding the fall of President Bashar al Assad's regime, activists said.
Tens of thousands of people took part in rallies across the country, defying the leader's military crackdown. The worst violence was in Homs, where activists said eight protesters were killed and state television said a policeman was killed by gunmen.
One person was also reportedly killed in Syria's largest city of Aleppo, the first protester to die there since unrest erupted in the south of the country in March.
Witnesses claimed two people were killed in Harasta, a suburb of the capital Damascus.
Another two protesters were reportedly shot dead in the eastern city of Deir al Zor whilst trying to tear down posters of President Assad and his father.
Friday Muslim prayers have provided a platform for the biggest protests in the three-month uprising, inspired by revolts which have overthrown the leaders of Egypt and Tunisia.
The latest demonstrations took place in areas including the southern province of Deraa, the city of Hama north of Damascus, and suburbs of the capital itself.
They came just days after the military retook the rebellious town of Jisr al Shughour and sent thousands of refugees streaming across the nearby border into Turkey.

Al-Qaida creates 'hitlist' of U.S. officials and business leaders
WASHINGTON - An al-Qaida linked website has posted a potential hit list of targets that include names and photos of several U.S. officials and business leaders, calling for terrorists to target these Americans in their own homes.
The FBI has sent out a new intelligence bulletin to law enforcement agencies, warning that this new web-based threat, while not a specific plot, is very detailed.
The bulletin said the list includes leaders "in government, industry and media."
The FBI has notified those individuals who are named.
The list includes Wall Street firms, political leaders, leaders with think tanks and contractors who do business with the military.
The websites contain 40 specific names, 26 of them with photos attached, and they call for posting home addresses.
One jihadist called for sending package bombs to any listed address as just one possibility.
An FBI spokesman declined to comment.
The FBI is calling the list of names the most detailed web-based al-Qaida-linked threat since Osama bin Laden was killed.
The list has also been discussed on another al-Qaida-linked Web forum.
The concern is a lone actor could try to use the specific information for a plot.
The FBI letter said the information on the overseas websites "is aspirational and it's unknown if the threat will progress beyond these discussion forums."
These specific postings follow calls by Adam Gadahn -- al-Qaida's American-born communication chief -- for individual attacks.
Officials are concerned the list has been shared on numerous jihadist sites.
"What's scary about this is how specific the individual information is," said former New York State Homeland Security Director Michael Balboni. "What you don't know is, when does aspirational become operational in cases like this, involving a possible lone actor here inspired by a website."
The FBI memo stresses al-Qaida and its supporters have a history of making web based threats with little result.
"Part of this is a necessary precaution. You don't want to scare people," Balboni said. "But there is much more specific, individual targeting than we've seen before."
Since bin Laden was killed, intelligence officials have been working to track terrorists and monitor possible plots.
Experts say fear of a homegrown or isolated actor remains a concern.

US: We'll hunt down new al-Qaida boss
WASHINGTON — The United States is just as determined to hunt down and kill al-Qaida's new chief as it did his predecessor, Osama bin Laden, Obama administration officials said on Thursday.
Defense Secretary Robert Gates said Ayman al-Zawahri, al-Qaida's longtime second-in-command and now its top leader, does not have the "peculiar charisma" and operational experience of bin Laden, who was killed by U.S. forces last month. But Gates and other U.S. officials said al-Qaida remains a threat despite its loss of bin Laden, who was considered the driving force behind the Sept. 11, 2001, attacks on the United States.
"We should be mindful that ... al-Qaida seeks to perpetuate itself, seeks to find replacements to those that have been killed and remains committed to the agenda that bin Laden put before them," Gates told reporters.
"So I think he's (al-Zawahri's) got some challenges but I think it's a reminder that they are still out there and we still need to keep after them," he said.
Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, made clear that al-Zawahri — an Egyptian-born ideologue — remains high on the U.S. list of hunted militants.
"He and his organization still threaten us. And as we did seek to capture and kill — and succeed in killing — bin Laden, we certainly will do the same thing with Zawahri," Mullen told reporters.
"The general leadership of al-Qaida group, after the completion of consultation, announces that Sheikh Dr. Ayman Zawahri, may God give him success, has assumed responsibility for command of the group," the Islamist website Ansar al-Mujahedeen (Followers of the Holy Warriors) said in a statement.
