Blatter denies FIFA in crisis and will seek fourth term in charge
A defiant Sepp Blatter shrugged off allegations of corruption within FIFA Monday and said he would press ahead with his bid to be re-elected as president of football's world governing body for the fourth time.
Blatter will be the sole candidate in Wednesday's election in Zurich after Qatari Mohamed Bin Hammam, the only person standing against him, was suspended by the FIFA ethics committee Sunday, along with fellow leading official Jack Warner.
"We are not in a crisis, we are only in some difficulties and these can be solved inside our family," Blatter told a press conference Monday where he was continually pressed on both his own position and wider allegations of wrongdoing within FIFA.
"FIFA is strong enough to deal with our own problems," he asserted when asked if he had considered postponing Wednesday's vote by the 208-member FIFA Congress.
Fresh strikes in Libya as Zuma says Gadhafi is ready for cease-fire
Tripoli, Libya (CNN) -- Fresh explosions rang out early Tuesday near Tripoli, hours after South African President Jacob Zuma held talks with Moammar Gadhafi and signalled he was ready to accept an African Union plan for a cease-fire.
Around 12:45 a.m. Tuesday, a pair of large blasts were heard about five minutes apart, as jets flew over the capital of Tripoli.
A Libyan government official said the first strike hit Abu Sita, a former military turned construction site about 10 kilometers (6 miles) from the city center. There was no immediate indication of where the second explosion occurred. Nor was there an immediate response from NATO, which has conducted regular strikes as part of its stated mission to halt Libyan leader Gadhafi's forces from killing innocent civilians.
Hours before the blasts, Zuma emerged from a meeting with the longtime Libyan strongman convinced that Gadhafi was ready for an end to hostilities, including such airstrikes and the ongoing fight with the Benghazi-based opposition movement. But he gave no indication that Gadhafi was prepared to step aside, as rebel leaders have insisted is their primary demand.
"Brother leader took the position today that he is ready to implement the decision of the AU (that) there must be a cease-fire," Zuma told a scrum of reporters on the tarmac at Tripoli's Mitiga International Airport before boarding a jet. "The view is that that must include -- bombing by NATO must also come to an end," he said in the news conference, which was broadcast on Libyan state television.
Zuma added that Gadhafi said any cease-fire must apply to all parties, "but also, he makes the point that: Let the Libyan people be given a chance to talk among themselves. And therefore, he's ready to implement the road map of the AU."
Unlike some other world leaders, Zuma has not called for the longtime Libyan leader to step down. Neither has Zuma's African National Congress party nor the African Union, which he was representing and which Gadhafi once led. In fact, the AU has criticized the NATO airstrikes.
In April, Zuma led an AU delegation to Tripoli, where hopes were raised briefly when it was announced that Gadhafi had agreed, in principle, to the African Union's "road map" proposal for peace. But Gadhafi continued his attacks and the Libyan opposition rejected the proposal because it did not meet its demand that he give up the power he has held for 42 years.
A government official said Libyan Prime Minister Al-Baghdadi Ali al-Mahmudi also attended Monday's meeting. Baghdadi greeted Zuma upon his arrival at the airport, where dozens of Gadhafi supporters carried posters, some of which said, "May the leader be victorious" and "Thanks for great Africa."
The African Union has helped mediate peace talks before, including ones in Kenya and Zimbabwe that left the ruling powers in control.
It was not clear whether Zuma used the opportunity to press Gadhafi for information on the whereabouts of South African freelance photographer Anton Hammerl. Hammerl has been missing in Libya since April and is believed dead. South Africa has said it got assurances from Libya that the journalist was alive. But a Libyan government spokesman has said his whereabouts were unknown. "We never had him with us at any stage," spokesman Musa Ibrahim has said.
The meeting came as Gadhafi's grip on power appeared to continue to loosen. Eight generals from his army have defected to Italy, the Italian Foreign Ministry told CNN Monday. The generals were accompanied by more than 100 Libyan soldiers, a senior Italian official with firsthand knowledge of, and responsibility for, the operation said.

Alidai kuwa kesi anayotaka kuifungua Ridhiwani itaibua mambo mengi kwani walioandikishwa majina kwenye mali hizo, watawataja wamiliki halisi badala ya kufungwa jela kwa kumiliki mali inayodhaniwa kuwa ya wizi au kupatikana isivyo halali. Kwa upande wake, Dk Slaa jana hakupatikana kuzungumzia kusudio hilo la Ridhiwani kutokana na simu yake ya kiganjani kutopatikana kwa siku nzima. Jana, Ridhiwani alipotakiwa kueleza nini kinafuata baada ya muda aliotoa kuisha alijibu kwa ufupi kuwa asingependa kuzungumzia suala hilo kwa kuwa ni jambo la kisheria na kwamba sheria ina kanuni zake. "Ndugu yangu, sitaki kuzungumzia hili kwa kuwa sheria ina kanuni zake. Hili litazungumzwa mahakamani." Air France crash pilots lost vital speed data, say investigators
(CNN) -- Pilots of the Air France flight that crashed in 2009 and plummeted 38,000 feet in just three minutes and 30 seconds, lost vital speed data, France's Bureau of Investigation and Analysis (BEA) said Friday.
The pilots got conflicting air speeds in the minutes leading up to the crash, the interim reports states. The aircraft climbed to 38,000 feet when "the stall warning was triggered and the airplane stalled," the report says.
Aviation experts are asking why the pilots responded to the stall by pulling the nose up instead of pushing it down to recover.
Miles O'Brien, a pilot and aviation analyst, said: "You push down on the wheel to gain air speed, perhaps they (pilots) were getting information that the air speed was too high. Pulling the nose up will exacerbate an aerodynamic stall."
The speed displayed on the left primary flight display were "inconsistent" with those on the integrated standby instrument system (ISIS), the report says.
The aircraft experienced some "rolling" before stalling and then descending rapidly into the ocean. The descent lasted 3 minutes and 30 seconds and the engines remained operational, said the report. It plunged at 10,912 feet (3,300 meters) per minute.
At the time of the descent, the two co-pilots and captain were in the aircraft cockpit.

Basi la Sumry laua 15 Mbeya
Wimbi la ajali za barabarani limeendelea kuikumba nchi ambapo jana usiku majira ya saa nne usiku basi linalomilikiwa na kampuni ya Sumry lilipata ajali na kuua 15 papo hapo na kujeruhi wengine 20. Tamko la Vijana Arusha lazidi kuivuruga CCM
TAMKO la baadhi ya vijana wa UVCCM, Mkoa wa Arusha kutaka mafisadi wafukuzwe, limezidi kukivuruga chama hicho baada ya Katibu Mkuu, Wilson Mukama kusema hawezi kujiingiza 'kichwa kichwa' kuzungumzia suala hilo, huku baadhi ya watuhumiwa wakikataa kulizungumzia. Mukama alisema CCM inafuatilia kwa karibu mgogoro huo, lakini haiwezi kuuzungumzia sasa kwa kuwa hajapata taarifa rasmi kutoka umoja wa vijana. Kwa mujibu wa Mukama, UVCCM ni jumuiya halali ya chama tawala yenye mamlaka kamili ya kuzungumzia matatizo yake, hivyo yeye kusema chochote itakuwa ni kuingilia kazi za jumuiya hiyo. “Chama chetu kina utaratibu wake, UVCCM ni jumuiya ndani yake, hayo yaliyotokea kule Arusha siwezi kuyazungumzia, ila kesho (leo) tuna kikao, hivyo wao vijana watatupa taarifa zao,” alisema Mukama, huku akisoma ujumbe mfupi wa simu (sms) alioandikiwa na katibu mkuu wa umoja huo, Martin Shigella kuwa watatoa taarifa ya yaliyotokea Arusha. “Suala la Arusha tunalifuatilia kwa ukaribu sana, ila utendaji tunawaachia wao (UV-CCM), nasi tukishapata taarifa zao ndio tutaweza kulizungumzia suala hilo, ila kwa sasa mtafute Shigella,” alielekeza Mukama. Alipotafutwa kwa simu jana kuzungumzia tuhuma hizo, Shigella alisema kuwa hawezi kutolea ufafanuzi kwa kuwa alikuwa nje ya nchi kikazi. “Sikuwapo nchini, kwa hiyo sitaweza kuzungumza lolote, kuna mtu alikuwa akikaimu nafasi yangu, hivyo nikipata maelezo kutoka kwake nitakuwa tayari kuzungumza, nitafute kesho (leo),”alisema Shigella. Naye makamu mwenyekiti wa umoja huo taifa, Benno Malisa alisema wamesikitishwa na kauli zilizotolewa na vijana wenzao wa Arusha, hivyo watatuma kamati ya maadili kwenda kuzungumza na makundi yanayolumbana. “Hivi karibuni Kamati ya Utekelezaji ya UVCCM itakaa na kutoa uamuzi, lakini ni baada ya Kamati ya Maadili itakayotumwa kuzungumza na wanachama wanaolumbana huko Arusha kuleta ripoti makao makuu ya umoja wetu,”Alisema Malisa. Akizungumzia adhabu wanazoweza kupewa wanachama wa umoja huo, Malisa alisema adhabu hizo zitatokana na aina ya makosa watakayokutwa nayo. “Suala hili liko ndani ya uwezo wetu na tutalifanyia kazi na kuchukua hatua kwa mujibu wa kanuni za UVCCM, kama kutakuwa na makosa makubwa zaidi yatapelekwa ngazi za juu zaidi,”alisema Malisa. Juzi, UVCCM Mkoa wa Arusha waliuomba uongozi wa juu wa chama tawala kuwafukuza uanachama viongozi watatu, wakiwamo Mbunge wa Monduli, Edward Lowassa na mwenzake wa Bariadi Magharibi, Andrew Chenge wanaotuhumiwa kwa ufisadi. Vijana hao pia walikishauri chama hicho kupitia kamati yake ya maadili kuwaita na kuwahoji makada hao maarufu na baadaye kuwachukulia hatua, zikiwamo za kuwafukuza kwa maslahi ya chama na taifa. Tamko hilo lililosomwa na mjumbe wa baraza la umoja huo mkoani Arusha, Ali Babu lilitaka watuhumiwa hao waliowaita mapacha watatu, kuwa ndio chanzo cha kudhoofika kwa chama hicho tawala. "Pia, tunasisitiza Andrew Chenge aondolewe kwenye Kamati ya Maadili ya CCM mara moja na kumtaka mtuhumiwa mwingine (jina tunalo) aondolewe pia kwenye uongozi wa ndani ya umoja wetu," ilieleza sehemu ya taarifa hiyo. Lakini, alipotafutwa jana kuzungumzia tuhuma hizo, Chenge alijibu kwa ufupi: "Kwa sasa sitaki kuzungumzia masuala hayo. Kila la heri." Naye Lowassa alipotafutwa alisema kwa ufupi: ‘no comment’ akimaanisha kuwa hawezi kulizungumzia suala hilo. Hata hivyo, wakati makada hao wakigoma kuzungumzia suala hilo, mwenyekiti wa umoja huo Mkoa wa Arusha, James ole Milya anayeshinikizwa kujiuzulu wadhifa huo, jana aliibuka na kudai kuwa tamko hilo lilitolewa na kundi la vijana aliowaita wahuni wa mitaani na wasiokuwa na kazi. “Wale ni wahuni, hawana chochote wala lolote, wanapenda kukaa vijiweni hawana kazi za kufanya, tuna taarifa kwamba walitumwa na baadhi ya viongozi hapa Arusha kupindisha na kuvuruga hoja za umoja wetu mkoani Arusha,” alisema Milya Alisema kuwa vijana hao wakiongozwa na Ali Babu hawatambuliki ndani ya umoja huo, huku akisisitiza kwamba hoja na malalamiko yote hupitishwa katika ngazi husika ili ziweze kufanyiwa kazi na sio kuibuka na kutoa matamshi yasiyo na tija. Millya aliendeleza msimamo wake wa kutaka Katibu wa CCM Mkoa wa Arusha, Mary Chatanda ambaye pia ni Mbunge wa Viti Maalumu aondoke madarakani kwa madai ya kusababisha jimbo kwenda upinzani (Chadema), huku akimtaka katibu huyo asikilize kilio chao (UVCCM) cha kumtaka aondoke. Alisema kuwa endapo kiongozi huyo ataendelea kung'ang'ania nafasi yake, basi atang’olewa kwa maandamano ya vijana yasiyokuwa na kikomo ambayo yatafanywa na wanachama wa umoja huo. “Msimamo wetu uko pale pale, Chatanda ni lazima aondoke kwa kuwa amekivuruga chama chetu, ametuchonganisha na viongozi wa dini, lakini pia amesababisha Jimbo la Arusha Mjini liangukie upinzani kwa kukimbilia Tanga kusaka ubunge wa viti maalumu kipindi cha uchaguzi,”alisisitzia Milya. Juzi, katika mkutano wao wenye malengo makuu sita, vijana hao wa Mkoa wa Arusha walisema wanaunga mkono falsafa ya CCM ya kujivua gamba."Tunaipongeza na kuiunga mkono Halmashauri Kuu ya CCM Taifa kwa kutambua kwamba mafisadi wamechangia sana kukidhoofisha na kukipotezea mvuto chama chetu mbele ya umma wa Watanzania," ilisema taarifa hiyo na kuongeza: "Kwa mantiki hiyo tunatamka kwa kauli moja kwamba mapacha hao watatu wa ufisadi (wakiwataja kwa majina) na vibaraka wao wafukuzwe mara moja kwa maslahi ya CCM na Watanzania." |

Hatua hiyo ilifikiwa Dar es Salaam jana na Mwenyekiti wa CUF, Prof. Ibrahim Lipumba wakati akizungumza na waandishi wa habari kuhusu mapendekezo mbalimbali yaliyoazimiwa na kikao cha baraza hilo.
Alisema kuwa baraza hilo linalaani vitendo vya ukiukaji na uvunjaji wa haki za binadamu hususan mauaji ya raia yanayofanywa na Jeshi la Polisi ambayo yamekuwa yakiripotiwa kila mara.
"Inatuumiza sana kwa kuwa inaonekana jambo hili ni la kawaida kwa sababu watendaji wake hawachukuliwi hatua yoyote," alisema.
Prof. Lipumba alisema kuwa baraza hilo pia linamtaka Rais Jakaya Kikwete kutambua kuwa jukumu la kuleta maendeleo ya Watanzania ni la watu wote hivyo serikali yake isisite kutumia sera mbadala za CUF kwa maendeleo ya taifa.
Alisema serikali kupitia wizara ya Fedha na Uchumi na Wizara ya Nishati na Madini inatakiwa kuchukua hatua za kuhakikisha nchi na wananchi wake wananufaika na rasilimali za madini zilizopo hapa nchini hususani madini ya dhahabu ambayo bei yake katika soko la dunia imepanda.
"Dhahabu inayouzwa nje ni dola bilioni 1.5 kwa mwaka sawa na asilimia 40 ya bidhaa za Tanzania zinazouzwa nje ya nchi," alisema.
Alisisitiza kuwa baraza hilo linataka kuona utajiri wa nchi unawanufaisha wananchi na kuisaidia nchi kujikomboa kutoka katika dimbwi la umasikini na kuacha kutegemea misaada kutoka nje ambayo imeifanya nchi kuwa tegemezi kwa miaka mingi.
Aliongeza kuwa baraza hilo linamtaka Waziri wa Nishati na Madini Bw.William Ngeleja kujiuzulu kwa kuwa ameshindwa kutumia vyanzo vya umeme vilivyopo nchini ili kukabiliana na tatizo sugu la nishati linaloikumba nchi yetu kwa sasa.
Alisema nchi imejaliwa vyanzo vingi ya umeme na maeneo mengi ya maporomoko ya maji, makaa ya mawe, madini na hata umeme wa jua ambao hauna gharama kubwa ya kufua.
"Ni miaka 50 tangu tupate uhuru hatuna sababu yoyote ya kutokuwa na umeme wa uhakika, ni ufisadi tu ambao umekithiri katika serikali yetu," alisema.
Alisisitiza kuwa serikali ni lazima itambue kuwa hali ya kutokuwa na umeme wa uhakika imezorotesha uzalishaji viwanda,biashara,huduma katika hospitali na shule hivyo kusababisha uchumi wa nchi kuzorota.
Aliitaka serikali kuzingatia mapendekezo na hoja zinazotolewa na kamati ya Nishati na Madini ya Bunge la Jamuhuri ya Muungano wa Tanzania zinazolenga kupata ufumbuzi wa matatizo ya umeme.
Pia alisema baraza hilo linaitaka serikali kuwa makini katika suala zima la utunzaji na uhifadhi wa silaha nzito za kivita zenye madhara makubwa na kutaka zihifadhiwe mbali na makazi ya watu ili matukio ya milipuko ya mabomu ambayo yameshatokea mara mbili yasijirudie tena.

Hakimu Mkazi Mfawidhi wa Mahakama ya wilaya hiyo, Yusto Roboroga alitoa uamuzi huo akisema ni kwa mujibu wa kifungu cha Sheria Namba 148 cha Makosa ya Jinai, kilichofanyiwa marekebisho mwaka 2002, ambacho kinatoa haki kwa watuhumiwa kupata dhamana. Alitoa uamuzi huo baada ya kupitia pingamizi lililowekwa na upande wa mashtaka kutaka wasipewe dhamana. Hata hivyo, alisema: “Washtakiwa wanazuiwa kutembelea maeneo ya Nyamongo mpaka kesi hiyo itakapokuwa imekwisha." Hakimu huyo alisema kwa kuwa washtakiwa hao ni viongozi wakubwa wa chama walizuiwa ili kupunguza shinikizo la wanachama kutokana na tukio lililojitokeza, lakini kwa kuwa mazishi yameshafanyika, alisema wanaweza kudhaminiwa kama watakidhi masharti. Hakimu Ruboroga alitaja masharti ya dhamana hiyo kuwa ni kusaini mkataba wa dhamana wa Sh5 milioni kwa wadhamini wawili wanaoaminika. Kwa wasio wakazi wa Tarime, alisema watatakiwa kupeleka mahakamani hati za mali isiyohamishika. Washtakiwa wote walikidhi masharti na kuachiwa kwa dhamana hadi Juni 26, mwaka huu kesi hiyo itakapotajwa tena. Wakati huo huo maiti wote waliokuwa wametelekezwa barabarani wamezikwa na ndugu zao huku baadhi ya familia zikikataa kuwazika kwa majeneza ya polisi na kutumia yale yaliyokuwa yameandaliwa huku wengine wakipanga kuyarudisha kwa Kamanda wa Polisi wa Kanda Maalumu ya Tarime, Constantine Massawe. Mwenyekiti wa Serikali ya Kijiji cha Kewanja, Om’tima Tanzania alisema kuwa mmoja wa marehemu hao, Chacha Ngoka alizikwa na jamii. Hata hivyo, alisema polisi waliweka mwili wake ndani ya jeneza bila kuweka sanda hali ambayo iliwalazimu kumweka ndani ya jeneza lao na kumvika sanda. Hilo lilifanyika pia katika eneo la Nyakunguru alikozikwa marehemu Emmanuel Magige. Dominique Strauss-Kahn was bailed for $1 million on Thursday night, after agreeing to live under house arrest with his wife at a New York flat, where he will be watched around the clock by an armed guard.

Mr Strauss-Kahn secured his release from Rikers Island prison as it was announced a grand jury had voted to have him prosecuted for the alleged sexual attack of a 32-year-old maid in his hotel room.
In a hearing at New York supreme court, Judge Michael Obus said he would allow the 62-year-old former head of the IMF out of jail despite the fact there was a "serious risk" he would try to flee.
He warned Mr Strauss-Kahn, who was arrested at JFK airport on a flight about to take off for Paris, that the consequences would be serious "if there is the slightest problem with your compliance".
Watched by his wife Anne Sinclair, 62, who held the hand of his daughter Camille, 26, Mr Strauss-Kahn showed little sign of emotion as the judge delivered his verdict.
He must move into an apartment in Manhattan rented by his wife, and "will be monitored 24 hours, seven days a week, electronically and by at least one armed guard", the judge said.
Obama, Netanyahu face turning point
WASHINGTON — As Prime Minister Benjamin Netanyahu of Israel heads to the White House on Friday for the seventh meeting since President Obama took office, the two men are facing a turning point in a relationship that has never been warm.
By all accounts, they do not trust each other. President Obama has told aides and allies that he does not believe that Mr. Netanyahu will ever be willing to make the kind of big concessions that will lead to a peace deal.For his part, Mr. Netanyahu has complained that Mr. Obama has pushed Israel too far — a point driven home during a furious phone call with Secretary of State Hillary Rodham Clinton on Thursday morning, just hours before Mr. Obama’s speech, during which the prime minister reacted angrily to the president’s plan to endorse Israel’s pre-1967 borders for a future Palestinian state.
Mr. Obama did not back down. But the last-minute furor highlights the discord as they head into what one Israeli official described as a “train wreck” coming their way: a United Nations General Assembly vote on Palestinian statehood in September.
Mr. Netanyahu, his close associates say, desperately wants Mr. Obama to use the diplomatic muscle of the United States to protect Israel from the vote, not only by vetoing it in the Security Council, but also by leaning hard on America’s European allies to get them to reject it as well.
Mr. Obama has indicated that he will certainly do the first. But it remains unclear how far Mr. Obama can go to persuade Britain, France and other American allies to join the United States in rejecting the move, particularly as long as Mr. Netanyahu continues to resist endorsing the pre-1967 lines.
From the day they first met, at the King David Hotel on July 23, 2008, when Mr. Obama, then the presumptive Democratic nominee for president, visited Israel, the two men have struck, at most, an intellectual bond. Mr. Netanyahu, as the leader of Israel’s conservative Likud Party, was far more comfortable with the Republican Party in the United States than with Mr. Obama, the son of a Muslim man from Kenya whose introduction to the Arab-Israeli conflict was initially framed by discussions with pro-Palestinian academics.
Abraham H. Foxman, national director of the Anti-Defamation League and a friend of Mr. Netanyahu’s, recalled that after the first meeting, Mr. Netanyahu walked out of the hotel and told him that he had been impressed with Mr. Obama’s intellect, and that the American presidency “was his to lose.”

22 dead in plane crash in Argentine Patagonia
BUENOS AIRES, Argentina — A Sol Air Lines plane carrying 22 people crashed and exploded Wednesday in Argentina's southern Patagonia region, killing all on board.
Sol Air Lines said its Flight 5248 carrying three crew members and 19 passengers, including a baby, communicated an emergency while flying from Neuquen near the Andes to Comodoro Rivadavia along the coast of Patagonia. The company confirmed that the wreckage was found about 25 kilometers (15 miles) southwest of the town of Los Menucos, and that local firefighers and police found no one alive.
"Unfortunately there are no survivors. We see burnt remains, everything burned," Ismael Ali, who directs the hospital in the nearest town of Los Menucos, told the Todo Noticias channel.
Sol spokesman Horacio Darre in Buenos Aires said the plane took off normally and that it's impossible to know the cause, which will be determined by accident investigators.
"It's important to clarify that right now there is no information about the cause of the crash, which will be clarified by the relevant authorities," an airline statement stressed.
Sol said it received an emergency communication from the plane at 8:50 p.m. local time, nearly halfway into the flight from Neuquen near the Andes to Comodoro Rivadavia along the coast of Rio Negro province.
The plane crashed and exploded on the rural property of a man who drove into the town of about 4,000 people to alert authorities. Los Menucos Mayor Mabel Yahuar said they would make the town's gymnasium available to support investigators and family members.
IMF Chief Resigns After Sex Attack Charges
The IMF chief charged with a sex attack on a hotel maid has resigned from his post ahead of a new bail hearing in New York.
"I think at this time first of my wife - whom I love more than anything - of my children, of my family, of my friends," he said.
"I think also of my colleagues at the fund - together we have accomplished such great things over the last three years and more.
"To all, I want to say that I deny with the greatest possible firmness all of the allegations that have been made against me."
The 62-year-old French citizen - who had been a strong contender for the country's presidency in 2012 - added he would devote "all my strength, all my time, and all my energy" to proving his innocence.
There had been widespread speculation over the future of Strauss-Kahn after he was arrested following the alleged attack at the Sofitel hotel in New York at the weekend.
He faced growing pressure to quit as further claims about his private life emerged – including allegations by writer Tristane Banon that he attempted to rape her in 2002.
He is due at a fresh hearing today, where his lawyers will propose $1m bail – which was earlier refused by a judge – and electronic tagging. He has also waived his extradition rights.
Strauss-Kahn is reportedly on suicide watch at New York's Rikers Island prison, although he is not believed to have attempted to harm himself.
His lawyer, William W Taylor, said on Wednesday that his client's mood was "serious but good".

"He is a strong man and he's committed to seeing this through," he added.There had been fears that without a suitable figure at the helm of the IMF, the organisation - designed to maintain stability in the world economy - could be thrown into disarray just as it attempts to tackle the eurozone debt crisis.
Among the possible candidates touted to replace Strauss-Khan is former prime minister Gordon Brown.
The IMF said it would discuss in the near future the process of selecting a new managing director. For now John Lipsky remains the acting chief.
Economics editor at The Independent Sean O'Grady told Sky News he did not think Strauss-Kahn had much choice over the resignation.
"The Americans call a lot of the shots at the IMF and once he lost their support I think it was only a matter of time and so it has been proved," he said.
Strauss-Kahn faces charges of committing a criminal sexual act, attempted rape, sexual abuse, unlawful imprisonment and forcible touching, all of which he denies.
The alleged victim, a 32-year-old widow from West Africa, testified on Wednesday before a grand jury.
It will decide in secret whether there is enough evidence to formally press charges.

Al-Qaida 'appoints temporary leader'
Al Jazeera television has reported that Al-Qaida has a new leader. The terrorist group is understood to have appointed Egyptian militant Saif al-Adel as temporary leader. Mustafa al-Yemeni, whose nationality is not known, will direct operations, according to the Arabic news service.
Former leader Osama bin Laden was shot dead by US troops at a compound in Pakistan earlier this month. US prosecutors say interim leader al-Adel helped plan bomb attacks on American embassies in Nairobi and Dar es Salaam in 1998.

Kamanda wa Polisi wa Mkoa wa Kipolisi Tarime/Rorya, Constantine Massawe, alisema askari walilazimika kutumia risasi za moto baada ya kutumia mabomu ya machozi bila mafanikio kutawanya kundi la watu waliojaribu kuingia kwa jinai na kupora mawe yenye dhahabu mgodini.
“Askari walilazimika kutumia risasi kukabiliana na watu wanaokadiriwa kuwa kati ya 800 na 1,000 waliokuwa wamevamia mgodi huo ili kuokota mawe yenye dhahabu,” alisema.
Kwa mujibu wa Kamanda Massawe, watu watatu walikufa katika eneo la tukio na wengine wawili walifia katika Hospitali ya Wilaya ya Tarime. Majina yao hayakufahamika mara moja.
Hata hivyo, Kamanda huyo alitaja baadhi ya majina ya majeruhi waliolazwa hospitalini hapo kuwa ni Francis Emmanuel (20) mkazi wa kijiji cha Kewanja, Chacha Mwasi (23) mkazi wa kijiji cha Bisarwi wilayani Tarime na Mwikwabe Marwa (30) mkazi wa Mugumu wilayani Serengeti.
Alidai kwamba polisi wawili waliofika eneo la tukio walijeruhiwa kwa mawe yaliyokuwa yakirushwa kwa kombeo.
Akizungumzia tukio hilo kwa simu kutoka Dar es Salaam, Mbunge wa Tarime, Nyambari Nyangwine (CCM), alilaani mauaji hayo na kuahidi kuchukua hatua.
Alilaani matumizi ya nguvu kubwa yaliyofanywa na polisi kukabiliana na wananchi waliojaribu kuvamia mgodi.
“Ninalaani sana kitendo cha askari kutumia nguvu kubwa ya kuua na kujeruhi wananchi kwa tuhuma za kuvamia mgodi. Nitachukua hatua kali dhidi ya wote waliohusika katika tukio hilo la kusikitisha,” alisema Nyangwine bila kutaja aina hiyo ya nguvu alizoahidi.
Kamanda Massawe alisema ofisi yake inakusudia kuitisha mkutano maalumu wa viongozi wa mgodi wa dhahabu wa North Mara na wakazi wa vijiji vilivyo jirani kutafuta ufumbuzi thabiti wa matukio ya uvamizi na mauaji ambayo yamekuwa yakitokea mgodi hapo.
Alitoa wito kwa wananchi kuepuka vitendo vya uvamizi na uporaji mali katika mgodi huo kwa vile unamilikiwa kihalali na kampuni ya African Barrick Gold.
Wimbi la matukio ya uvamizi, uporaji mawe yenye dhahabu na mauaji ya watu katika mgodi wa dhahabu wa North Mara limeendelea kuwepo, huku baadhi ya askari, walinzi na wafanyakazi wa mgodi huo wakituhumiwa kupokea rushwa ya fedha na kuruhusu watu kuingia kuokota mawe yenye dhahabu.

ABIRIA 16 wamefariki dunia na wengine 120 wamenusurika baada ya mabasi mawili kugongana mkoani Shinyanga.Mabasi hayo yaligongana jana asubuhi katika Kijiji cha Kibingo, Kata ya Nyamigota wilayani Geita, moja likitokea Musoma kwenda Bukoba na jingine Mwanza likielekea Biharamulo. Kati ya abiria hao 120 walionusurika, zaidi ya 60 walipata majeraha. Akizungumza kwa simu jana, Shelutete aliyataja mabasi hayo kuwa ni la Kampuni ya Mabasi ya Bunda lililokuwa likitokea Mwanza kuelekea Bukoba na basi la Sheratoni ambalo lilikuwa likitokea Biharamulo kwenda Bukombe.Shelutete alidai kuwa ajali hiyo ilitokea kwa uzembe baada ya dereva wa basi la Sheratoni kulazimisha kulipita roli aina ya Fuso mali ya kampuni ya vinywaji baridi Nyanza Bottling Ltd ya jijini Mwanza, ndipo likagongana na basi la kampuni ya Bunda. Kaimu Kamanda wa Polisi Mkoa wa Mwanza, Nonosius Komba alithibitisha kutokea kwa ajali hiyo na kusema kwamba wakati huo alikuwa akielekea eneo la tukio. Dk Dihenga alisema awali walipokea maiti za watu wanane na kwamba hadi kufikia saa 7:00 mchana walikuwa na maiti 16. "Mpaka sasa tuna idadi kubwa ya majeruhi wa ajali hiyo, wanaendelea kutibiwa na madaktari wetu, lakini kati yao majeruhi sita hali zao ni mbaya hivyo tumelazimika kuwakimbiza katika Hospitali ya Rufaa ya Bugando kwa matibabu zaidi na wengine tumewahamishia Hospitali Teule ya Sengerema kwa matibabu," alisema Dk Dihenga. |

Strauss-Kahn arrest: IMF head detained at Rikers Island
IMF chief Dominique Strauss-Kahn has been remanded in custody at New York's notorious Rikers Island jail on charges of sexual assault.
The judge said Mr Strauss-Kahn, 62, was a flight risk. He was arrested on Saturday after boarding a plane and accused of trying to rape a hotel maid.He faces seven charges and could be sentenced to up to 25 years in prison.
Mr Strauss-Kahn, who had been seen as a favourite in France's 2012 presidential elections, denies the charges.
His lawyer expressed disappointment at bail being denied, but said his client would be exonerated.
"This battle has just begun," defence lawyer Benjamin Brafman told the court.
Mr Strauss-Kahn had been due to attend an EU finance ministers' meeting in Brussels to discuss financial bail-outs.
The IMF has played a central role in organising rescue packages for the troubled economies of Portugal and Greece.
The BBC's Chris Morris in Brussels says the IMF chief has gained the trust of countries in Europe which are giving financial assistance, and those which are receiving it.
The European Union says the scandal should not affect bail-outs for eurozone countries.

"Mwanafunzi" anusurika kifo Chuo Kikuu cha Tumaini
Kijana mmoja ambaye jina lake halikuweza kufahamika mara moja alinusurika kifo baada ya kushambuliwa vikali na wananchi wenye hasira kali Katika eneo la Chuo Kikuu cha Tumaini, Iringa. Kijana huyo alijifanya Mwanafunzi na kuingia katika darasa mojawapo chuoni hapo na kuiba simu ya mkononi. Arobaini ya kijana huyo ilifika pale ambapo alijaribu kukimbia na kuanguka sehemu yenye mawe na matofali ambayo baadae yangesababisha kifo chake. Baada ya kipigo kibaka huyo alirudisha simu ambayo alikuwa ameiba.
Hata hivyo Polisi waliwahi kufika katika eneo hilo na kuokoa maisha ya kijana huyo aliyekuwa amejifanya mwanafunzi.
Awali ilisemwa kuwa vibaka wamekuwa wakifika eneo la chuo na kuiba mali za aina mbali mbali zikiwemo kompyuta, Projector, na vifaa vingine mali za wanachuo na chuo kikuu cha Tumaini.
